The PGMA shall oversee administrative aspects of a regional program focusing on economic livelihoods, resilience and social cohesion of Syrian refugee populations and host communities in Turkey, Lebanon and KRG. He/she will support the running of the regional offices and the implementation of field activities, contributing to the smooth running of the program. He/she will specifically focus on supporting the definition and the management of sub-grants to be provided to local entities (in Turkey, Lebanon and KRG)
The PGMA will join a team of local and international staff spanning the region, and undertake his/her tasks under the supervision of the Regional Program Manager.
Financial tasks
• Supervise the program budget and the planning process spanning the countries of implementation.
• Undertake assessment and financial analysis to support decisions related to micro and macro-management of the program.
• Contribute to strategic decisions related to legal matters, program management, program partnerships, grant management.
Administration and financial control
• Assess and report over the financial situation of the program – also acting as advisor to the whole team concerning cost-control and analysis of budget changes, contingency measures.
• Supervise the elaboration of procurement processes, sub-granting and funding requests.
• Run financial training and coaching to program staff as needed.
• Support Units Administrative staff in relations with program partners, suppliers, service providers, whole regional staff and HQs.
Office Management
• Maintain an adequate security setup and ensure safe accommodation to all roving staff members.
• Manage all local and international travel arrangements (flights / visa / accommodations) for the program staff.
• Manage program facilities and assets, support IT planning for regional offices and identify new technologies to improve program internal coordination.
Requirements
- At least 6 years of work experience in a similar position with an international organization.
- At least 4 years of work experience in financial management and accounting (budget > 2M EUR);
- Proven experience with EU-funded projects is mandatory.
- Previous experience in remote M&E and team management is a strong asset.
- Strategic capacity to assess risks and needs from a variety of sources.
- High interpersonal skills with a strong attitude towards problem solving and team work.
- Background knowledge of the Syrian crisis, field knowledge of the Turkish and/or Lebanese contexts.
- Excellent knowledge of written and spoken English; Turkish and/or Arabic is an asset.
