Energy Consultant- Short Term Consultancy

Background and Context

The USAID-funded Lebanon Trade and Investment Facilitation (TIF) project’s goal is to facilitate exports of Lebanese goods and services and investments that simultaneously promote job creation, income generation, and improved livelihoods throughout the country.

TIF has three objectives:

1) Increased exports of Lebanese goods and services

2) Investment facilitation leading to increased domestic investment, and

3) Improved business and investment enabling environment.

These objectives cover four selected sectors:

1) Agro-Food Processing

2) Manufacturing

3) Knowledge Economy and Services

4) Tourism and Hospitality

Under its Objective 3, TIF is seeking to hire the services of an Energy Consultant to support in the review of the Lebanese Energy Law 462. The Lebanese Energy Law 462 was enacted in 2002 to regulate the energy sector in Lebanon. Since its implementation, there have been concerns about its effectiveness, particularly in light of the country's ongoing energy crisis. The purpose of this research study is to examine the effectiveness of Energy Law 462 and identify areas for improvement. The research study will be conducted in three phases.

To address these concerns, the Energy Consultant will be tasked to conduct a comprehensive review of Energy Law 462 and identify areas for improvement. The study will be conducted in three phases and will involve a detailed analysis of the law's provisions, implementation since 2002, and stakeholder feedback. This research study aims to develop a policy paper that provides practical steps and recommendations for improving the law's effectiveness in meeting the country's energy needs. The Energy Consultant will work closely, and possibly, under the supervision of TIF's Legal Consultant to ensure a thorough and comprehensive review of the legal aspect. The policy paper will be disseminated to relevant government agencies, energy companies, and other stakeholders.

Tasks

The tasks of the Energy Consultant will be undertaken under the supervision of the TIF BIEE Lead and will include:

  • Conduct a comprehensive review and assessment of the existing Energy Law 462.
  • Draft a report on the legal and other challenges hindering the proper implementation of the law.
  • Conduct roundtable discussions with key stakeholders to collect feedback and formulate recommendations.
  • Produce a thorough policy paper for improving the effectiveness of Energy Law 462.
  • Other related tasks as needed.

Location of Assignment

The STTA may work remotely (but in Lebanon) with periodical meetings held with the TIF BIEE team at TIF’s office in Sin El Fil.  Local travel across Lebanon for certain tasks may be required.

Level of Effort and Period of Performance

The period of performance is expected to extend from May 2023 to August 2023 with the possibility of renewal. The Energy Consultant will resume a total of 40 days during the period of this assignment.  

Deliverables

The list below is illustrative and non-exhaustive. The deliverables are relevant to the period of performance. More deliverables may be requested throughout this period:

  • Weekly update on the progress of research and tasks related to the overall assignment.
  • List of potential stakeholders to meet or engage with throughout the period of the assignment.
  • Brief meeting minutes held with a specific stakeholder(s).
  • A written review of the implementation of the law
  • A report on the legal and other challenges hindering the implementation of Energy Law 462.
  • Report for every roundtable discussion conducted including a list of attendees, main discussions, and way forward.
  • One policy paper assessment including literature review, research findings, policy analysis and recommendations, and action plan for improving the effectiveness of Energy Law 462.

Reporting and Supervision

The Energy Consultant will work closely with the BIEE Lead to implement each task. To accomplish these tasks, coordination with TIF must be maintained throughout the whole period of execution.  

Qualifications

  • Bachelor’s or MS degree in electrical or mechanical engineering.
  • At least 10 years of experience in the energy field.
  • Proven experience in conducting research, drafting analysis papers and facilitating workshops.  
  • Extensive knowledge of the Lebanese context explicitly its political and economic axes and connections with multi key stakeholders relevant to the energy sector in Lebanon.
  • Strong communication skills – both written and oral – in English and Arabic.
