Scope of Work
Engineer (Mid-Level), Long Term Position
Background:
The USAID-funded Lebanon Water Project (LWP) is a five year project that works to increase reliable and sustainable access to potable water for Lebanese citizens; improve water management practices and enhance the efficiency and sustainability of public water utilities, while raising awareness on sustainable water use practices and promote better water governance to help assure long-term protection of Lebanon’s water resources.
General Objective:
The Engineer (mid-level) will work under the oversight of the Senior Engineer to ensure infrastructure projects are designed with best practices and linked to development goals of the project and its stakeholders. S/he will work closely with the water utilities and local engineering firms.
Responsibilities:
With the Senior Engineer, ensure that infrastructure and repair projects identified by the Regional Water Establishments contribute to development goals.
Contribute to analysis, planning, and finalization of infrastructure activities.
Assist with bid process, including negotiation and award of subcontracts with local engineering and construction firms.
Develop quality assurance plans and safety standards, and ensure standards are met during construction.
Help oversee local firms as they develop specifications and provide construction oversight.

Qualifications:
Bachelor’s degree in civil engineering, construction engineering, or equivalent qualification.
Relevant advanced degree preferred.
Previous experience working with the Litani River Authority and/or regional water establishments in Lebanon.
Familiarity with USG rules and regulations.
Demonstrated experience providing oversight to subcontractors preferred.
Strong management and teamwork skills, as well as effective cross-cultural interpersonal skills.
Demonstrated project management experience, including in an international development context.
Demonstrated communications and presentation skills.
Fluency in Arabic and English is required.
