Position Description:
The Environmental, Health and Safety Engineer (EHSE) is responsible for the inspection of construction sites to identify and detect hazards that could harm and/or injure those on the worksite and recommend ways to improve the safety of the work environment. The work environment includes all areas of a work site and include, among others, scaffolding, load bearing structures, personal protective gear (PPG), proper dispositioning of materiel, and the processes that workers follow on a job site. This engineer is vital in ensuring that safety standards and regulations are met and that any violations discovered are corrected expediently. The EHSE creates reports on his/her findings so that action can be taken to make a site safer for all. The EHSE is responsible for the implementation and monitoring of safety engineering policies and programs that embrace a range of matters directly or indirectly concerned with safety and protection. Assignments also include responsibility for the technical adequacy of plans, designs, and specifications for improvement of safety programs within a facility.
Key Duties and Responsibilities:
The Environmental, Health and Safety Engineer will be responsible for, but not limited to, the following:
- Administers safety and occupational health programs in compliance with DAI, USAID, and Lebanese standards, regulations, and requirements to assure safe, healthy, and efficient operations.
- Prepares technical guidance and direction for safety and occupational health program implementation. Promotes and ensures safe practices on construction sites.
- Performs audits and inspections of work sites, as required, to assure compliance with safety and health program requirements; prepares technical reports of inspection findings; be proactive in detecting and identifying situations that could develop into safety hazards before they occur; and develops corrective actions to mitigate such situations. Provides continuous inspection of project sites to ensure a hazard-free environment.
- Develops IEE (initial Environmental Examination) and EIAs as per Lebanese Ministry of Environment’s (MoE) rules and regulations.
- Follows protocols and requirements set in the IEE for WSC.
- Develops as part of the design package an Environmental Review Assessment Checklist (ERAC) and Environmental Monitoring and Mitigation Plan (EMMP) as per USAID environmental rules and regulations.
- When applicable, attends project kickoff meetings and with construction subcontractors.
- Coordinates with site supervisors and subcontractors to ensure compliance and proper implementation of WSC’s ERAC and EMMP. Make sure that the relevant Environmental Mitigation Inspection Checklist is completed and submitted by the site supervisors as part of monthly construction reports.
- Ensures subcontractors and grantees are in compliance with USAID and Lebanese environmental regulations and standards related to pollution and waste management.
- Makes recommendations to help WSC subcontractors and grantees to reduce environmental impacts with projects like recycling or making energy-efficiency improvements.
- Establishes and maintains health and safety communication structures/protocols.
- Performs inspection visits to field construction projects on a regular basis.
- Evaluates construction project sites to ensure that the public safety concerns are addressed.
- Assesses and approves construction subcontractor health, safety, and environmental plans.
- Reviews, approves, and monitors environmental guidelines and mitigation plans on site during construction.
- Performs HSE audits and issue reports including remediation action items along with immediate site instructions when necessary.
- Reviews subcontractors’ site HSE reports and issues relevant instructions and guidance.
- Verifies that all safety reports are submitted in accordance with WSC requirements.
- Independently inspects construction projects to determine compliance with applicable occupational safety standards.
- Responds to USAID A&E observations/comments raised throughout the project from design stage to implementation
- Completes hazard and job safety analysis to ensure proper use of machinery and equipment, personal protective equipment, and procedures. Inspects and verifies tools and equipment tare in safe working conditions.
- Conducts accident investigations at construction sites, vehicular accidents, and office incidents to ascertain causes and to develop preventive safety measures.
- Develops HSE training and site inception material and trains WSC employees and subcontractors in specific safety and environmental program requirements.
- Carries out drills and exercises, approved in advance by the COP, on managing emergency situations and testing effectiveness of site emergency response plans.
- Performs WSC office safety inspections and provides training to WSC as necessary on health and safety issues.
- Coordinates with other WSC teams to resolve all environmental and safety matters.
- Responds to subcontractors’ workers’ safety concerns and enforces employer’s immediate corrective action.
- Drafts communications for the COP in response to USAID and/or Lebanese governmental entities regarding safety issues.
- Coordinates all project issues regarding hazardous materials or waste.
- Trains municipalities on septic tank compliance and entrepreneurs on health safeguards and personal safety in emptying tankers.
- Conducts continuous monitoring of all safety related documents, reports, and issues.
- Performs other duties as assigned by the WSC Design and Construction Manager.
Qualifications:
- Bachelor’s degree in engineering, occupational safety, construction management or similar program from an accredited university. A master’s degree in Engineering is desirable, but not required.
- Grade 8, minimum of 7 years of experience functioning as a safety engineer for construction programs; Grade 9, minimum of 8 years functioning as a safety engineer for construction programs.
- Experience working on USAID funded programs is highly desirable.
- Knowledge of Lebanese construction safety requirements.
- Experience investigating construction and other type of accidents.
- Excellent verbal and written communication skills in both English and Arabic.
