Finance and Operations Manager – Lebanon Economic Reform and Infrastructure Investment (LERII) Programme

  • Lebanon Economic Reform and Infrastructure Investment (LERII) Programme is a 4-year DFID-funded programme that will support the Lebanese Government in implementing economic reforms related to electricity, roads, water, waste management, PPPs, PFM, investment climate and macro-fiscal reforms. DAI provides technical assistance under the LERII programme to key government counterparts.

  • Roles and Responsibilities:  
  • The Finance and Operations Manager’s responsibility will be to lead the financial management, fiduciary risk management, compliance and operations for LERII.
  • The role will oversee the operations, including both finances and general management activities across the LERII programme, accountable for ensuring LERII financial and operational management is compliant and in line with DFID’s and the Government of Lebanon’s requirements and practices.
  • The role will be responsible for ensuring the LERII Finance and Operations team have the necessary tools and capacity to successfully implement their jobs. In addition, the individual will be responsible for overall compliance and processes relating to resource fund disbursements.
  • Oversight
  • Provide high level management for LERII’s finance team, oversight of the internal financial management processes, and operations, and provide overarching oversight of financial reporting.
  • Support the Team Leader and LERII team on all contractual and financial matters with partners and play a role in the preparation of budgets.
  • Coordinate with other DAI programmes that are being implemented in the region – ensuring effective collaboration and efficiency of operations, collaboration of lessons learned and effective technical approaches.
  • Contribute to review, reporting and planning cycles. Draw on DFID and DAI project delivery background to contribute to overarching strategy and delivery management.
  • Accountable for identifying financial or operational risks, ensuring they are logged on the risk register and escalated to the DAI Home Office when necessary.
  • Ensure compliance with LERII’s Project Schedule of Authorities (PSOA) – acting as reviewer and approver of identified processes as per the PSOA and ensuring compliance with the PSOA by the wider LERII team.
  • Conduct internal audits and reviews of the Finance and Administration team bi-annually, documenting recommendations and ensuring they are implemented.
  • Form part of the LERII Senior Management Team
  • Responsible for annual corporate filings or other statutory requirements and ensuring the LERII programme remains compliant with registration in Lebanon.
  • Oversee LERII programme security and legal matters as relevant
  • Financial Management
  • Responsible for daily financial operations of LERII in conjunction with the operations and finance manuals, including cash flow management, profitability, time sheet recording, monthly/quarterly/annual forecasting (within 5%), budgeting, reporting to DAI on the financial aspects of the project, and daily monitoring of expenditures.
  • Preparing of finance analysis and contributions for the quarterly and any other reports as requested by the TL, the client or HO.
  • Preparing annual budgets (with inputs from the technical team) and tracking expenditure on a monthly basis.
  • Accountable for ensuring all management of programme finances and management practices are in compliance with DAI and DFID contractual rules and regulations.
  • Respond to financial audits – including preparation of supporting schedules and information – respond to auditor questions and consolidate report formats and ensure the funds are prepared for government audits and inspections. Oversee external and internal audits for the LERII programme, ensuring recommendations are implemented efficiently and compliantly.
  • Accountable for ensuring all operations and finance manuals and LERII internal policies up to the required standard and are being implemented. This includes conducting random spot checks and internal reviews.
  • Ensure the compliance of the TAF Resource Pool; supporting the technical coordinators and TAF Managers to retain close oversight of the delivery of the TAF portfolio reporting to the programme team and the senior management team the progress of the reform initiatives from a financial and compliance perspective to enable the programme’s team to make programmatic decisions.
  • Work directly with DAI Head Office on programme, implementation, personnel, and budget issues.
  • Initiate, request approval, make disbursements, and account for funds from petty cash and bank accounts in compliance with the LERII internal procedures and Schedule of Authorities.
  • Prepare and submit monthly funds request to the Team Leader and Home Office PM for approval before submitting to DAI at least two weeks prior to the date of receipt of funds.
  • Finalise Accounts Return (Bank and Cash), Labour Tracker (per monthly Timesheets), and Bank Reconciliation for review.
  • Submit final approved version of Accounts Return, Labour Tracker and Timesheets (Signed version and Excel version), Bank reconciliation and Bank Statement to DAI.
  • Oversee dispersal of managed facility funds. Maintain up-to-date Asset and Inventory Registers.

  • Contracting and local invoicing:
  • Follow up with contractors or vendors by phone on outstanding invoices and deliverables.
  • Review all vendors and contractors’ invoices and financial reconciliations against project contract budgets and confer with the Team Leader on any queries before contacting the vendor and contractor.
  • Follow up with vendors and contractors on any queries regarding their invoices and reconciliations.
  • Maintain up to date spreadsheet of vendors and contractors’ invoice submission and approval status for review and approval by the Team Leader and DAI.
  • Be responsible for human resource management of the LERII programme including local contracting and performance management.
  • Operations
  • Responsible for oversight of day to day programmatic operations including administration, procurement, human resources, logistics and oversight of duties for LERII’s Finance and Administration Officer and implementing these duties when staff are unavailable (annual leave etc).  
  • Provide operational advice and guidance to the Team Leader and Senior Management Team on an on-going basis as required.
  • Direct the development and establishment of adequate and equitable personnel policies throughout the programme and ensure that the interests and welfare of employees as individuals are preserved and protected.
  • Ensure periodic review of office and vehicle First Aid Kit for compliance with project requirements.

  • Procurement
  • Oversee that project procurement complies with DAI-Europe and DFID regulations.
  • Supervise and quality assure the drafting of all local purchase orders.
  • Sign local purchase orders when required.
  • Requirements:
  • A degree in Accountancy, Finance, Business Administration, or other relevant discipline.
  • ACCA/CPA or other recognised professional accounting qualification – preferable.
  • A minimum of eight years’ experience in a similar fast-paced role providing a wide range of finance and operations expertise to a team.
  • Thorough knowledge of accounting principles, systems, processes and good practice, including strong bookkeeping skills and ability to meet deadlines.
  • Thorough knowledge of key financial processes cash flow management, financial modeling, and analysis, budgeting and forecasting techniques, risk assessment.
  • Organised and able to manage multiple concurrent activities.
  • Enthusiastic and proactive problem-solver with an ability to think creatively and critically, and to use own initiative to drive processes forward.
  • Accuracy, attention to detail, with the ability to work independently and collaboratively as part of a fast-moving high-performing team.
  • Excellent interpersonal skills, including a track record of successful coordination and effective working relations with a wide range of stakeholders (e.g. vendors, service providers).
  • Proficiency in the effective use of MS Outlook, Word, Excel, and accounting software.
  • Fluency in English (written and spoken).
  • Previous knowledge of DAI or DFID would be preferred.
