Monitoring and Evaluation Specialist, Long term position
Background:
DAI seeks Monitoring and Evaluation Specialist candidates for the USAID-funded “Lebanon Water Project (LWP).” This five-year project will work to increase reliable and sustainable access to potable water for Lebanese citizens; improve water management practices and enhance the efficiency and sustainability of public water utilities, while raising awareness on sustainable water use practices and promote better water governance to help assure long-term protection of Lebanon’s water resources.
General Objective:
The M&E Specialist will report to the M&E Manager and be responsible for managing data collection and analysis, and monitoring and evaluation activities across the project.
Responsibilities:
Manages the project's comprehensive performance monitoring systems to track progress of all activities and outputs and provide relevant and timely information to project stakeholders.
Manage internal and external indicators in DAI’s proprietary project database (TAMIS).
Establish baselines for reporting; supports the establishment of reporting procedures in compliance with USAID and DAI home office policies and procedures.
Manage implementation of data quality assessment processes and procedures.
Adapt tools for data collection; design and implement surveys and other data collection tasks.
Track project's progress and analyze outcomes and impacts in an integrated manner allowing for data driven decision making, ongoing learning, and program adjustments.
Prepare performance data reports for USAID deliverables and ad hoc requests as well as well project management.
Manage data reporting for USAID databases including TraiNet and DevResults.
Provide training to grantees on data collection and M&E as needed.
Support coordination between M&E, communications, and technical teams.
Other tasks as assigned.
Qualifications:
Degree in education, public administration, or related field required.
At least 5 years of experience collecting, analyzing, and managing monitoring and evaluation data.
Experience with USAID or other international donors highly preferred.
Experience with M&E tools and systems for workforce development projects preferred.
Experience with qualitative and quantitative M&E data analysis required.
Strong communication skills - both written and oral.
Must have English and Arabic language proficiency, verbal and written.
