Monitoring Evaluation & Learning Officer

BACKGROUND   The Lebanon Industry Value Chain Development (LIVCD) , originally a five year project,  received a  sixteen month extension up to January 2019, funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI Global LLC (DAI). The LIVCD project aims to increase the competitiveness of selected value chains, expand the number of Micro and Small and Medium Enterprises that can compete in selected markets, improve linkages between those firms and other actors throughout the value chain, increase the gross value of products and services in local and export markets, and expand exports.   OBJECTIVES   The Monitoring, Evaluation and Learning –MEL- Officer will be responsible for maintaining and implementing M&E processes and practices.   SPECIFIC TASKS Data collection and data processing Oversee data collection processes; including supervision of data collection where necessary (attend training sessions and related events). Maintain a robust and up-to-date project database Review grants/activities M&E plans, and ensure data collection for applicable indicators. Familiar with USAID reporting systems such as TraiNet, and AidTracker, etc. Reporting Generate quarterly indicators reports Generate grants indicators’ results Communication Work closely with the M&E team Communicate results, challenges and success to the project’s technical team Keep good communication and coordination with local partners, and provide assistance when needed to ensure data collected and reported on time. Geographic Information System (GIS Software)   Familiar with Geographic System Manage, store, retrieve, display and analyze the project’s geographic data Produce maps QUALIFICATIONS    A minimum of 2 years of relevant international experience in monitoring and evaluation and knowledge management in developing country contexts. Familiar with M&E systems of USAID funding agricultural value chain projects is preferred Excellent computer skills Fluency in English  and Arabic is required   Supervision The MEL Officer will report to MEL Manager.
