Lebanon Water Project (LWP)   Call for Resumes   Procurement Manager, Long Term Position   Background: The USAID-funded Lebanon Water Project (LWP) is a five year project that works to increase reliable and sustainable access to potable water for Lebanese citizens; improve water management practices and enhance the efficiency and sustainability of public water utilities, while raising awareness on sustainable water use practices and promote better water governance to help assure long-term protection of Lebanon’s water resources.   General Objective: The Procurement Manager is responsible for ensuring that procurement of all goods and services are achieved in accordance with project policies and procedures, completed in a timely manner and the related costs are aligned with the estimates. S/He manages cradle-to-grave procurement processes for all program goods and services and ensures procurement processes are done competitively and that all procurement actions are compliant with USAID and DAI policies.   Responsibilities: Manage all field-initiated procurements ensuring compliance with DAI policies and procedures as well as FAR and AIDAR regulations. Review specifications and prepare solicitation documents, manage evaluations, and oversee the vendor selection process. Utilize DAI’s management information system (TAMIS) for all procurement transactions and ensure required documentation is uploaded to each procurement record. Perform periodic reviews to ensure that documentation is complete and accurate. Establish and train staff on the use of tools for tracking and forecasting procurement needs. Manage vendor relationships, contacts, and pre-qualifications lists. Analyze and evaluate supplier proposals, establish allowability and reasonableness of proposed costs. Develop subcontract specifications, work statements, and terms and conditions for the procurement of services. Provide support and guidance on procurement procedures and actions to the Procurement Officer who reports directly to the Procurement Manager. Other duties as assigned. Qualifications:   Bachelor’s degree in Business Administration or related field At least 5 years of relevant experience and progressive responsibility in grants or subcontracts at the mid-level of an organization Minimum 3 years of experience working in a procurement role for donor-funded projects Ability to respond effectively to time sensitive demands and inquiries Proficiency using Microsoft office suite and other relevant software Demonstrated strong problem-solving skills as well as exceptional customer relations (both internally & externally); provides sound business judgment and contractual oversight Ability to manage and prioritize multiple concurrent bids Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds Extremely well organized and self-directed individual with sound technical skills, and analytical ability Exceptionally Detail Oriented Fluency in English is required
