Program Manager

Development Alternatives Inc. is seeking a candidate to fill the position of Program Manager on the USAID Lebanon Water and Wastewater Sector Support (LWWSS) Program for a period of 27 months. The successful candidate will oversee the implementation of projects benefiting the four Lebanese water establishments and report to the program’s Chief of Party. Responsibility and tasks: - Manage a portfolio of water and wastewater projects, including infrastructure works, equipment upgrades, capacity building in operational and financial management, master planning, and water utility reform; - Carry out yearly activity planning, and oversee the implementation of the program's annual work plan and other key deliverables; - Lead multi-disciplinary teams and oversee compliance with USAID regulations in matters of procurement, contracts, environment, M&E; - Coordinate program activities with other donors, and engage with the key stakeholders and institutions; - Ensure budgetary and time-frame performance. Required Qualifications: - A min. of 10 years experience managing multi-disciplinary donor-funded programs in water and wastewater management, public works, natural resource management, or utility reform; - A masters degree in engineering, management, public administration, or similar field; - A min. of 5 years experience on projects of similar magnitude and complexity in Lebanon; strong preference for USAID experience; - Demonstrated experience in leading multi-disciplinary teams of local and international consultants and contractors; - Strong interpersonal and leadership skills; - Excellent command of English and Arabic; proven capacity to engage in verbal and written communication, reporting impact of program activities to a variety of audiences.
