Private Sector Component Lead, LTTA
Background:
DAI seeks Private Sector Development Component Lead candidates for an anticipated USAID-funded “Lebanon Water Project (LWP).” The project will work to increase reliable and sustainable access to potable water for Lebanese citizens; improve water management practices and enhance the efficiency and sustainability of public water utilities, while raising awareness on sustainable water use practices and promote better water governance. The project will also respond to water issues arising from the influx of Syrian refuges as possible.
General Objective:
The Private Sector Development Component Lead is responsible for leading the promotion and advancement of private sector involvement in water management. She/he will identify potentials for public-private and business-to-business partnerships to develop and fund innovative water conversation technologies. S/he will lead the strategic planning of the private sector development component and work closely with the Chief of Party to ensure close coordination with USAID and program partners.
Responsibilities:
Advise Lebanon’s four Regional Water Establishments and the Litani River Authority on how to engage the private sector in order to develop and fund innovative water conservation technologies.
Identify potentials for public-private and business-to-business partnerships in order to improve water supply, wastewater, and irrigation service delivery.
Ensure that public-private and business-to-business partnerships are affordable, compliant with Lebanon’s legal and regulatory frameworks, and meet local and international environment, heritage and social responsibility standards.
Provide senior oversight of activities – ensuring appropriate design, procedurally correct development, sound implementation, active monitoring and evaluation, and timely closing.
Supervise other staff members on the private sector development team.
Qualifications:
5 to 7 years of experience working with private investors and lenders on investment projects, and the ability to understand and address private investor concerns and requirements for long-term investments is highly desirable.
Experience with developing public-private partnership (PPP) policies, laws, regulations, and institutional frameworks.
Broad ability to review and seek resolutions to PPP-related issues and disciplines, including: public policy, finance & investments, and technical issues in infrastructure Sectors.
Demonstrated project management experience, including in an international development context.
Preferable advanced degree in business, public administration, urban planning and development, international studies, or other relevant field.
Strong strategic planning and management skills, as well as strong teamwork and effective cross-cultural interpersonal skills.
Demonstrated communications and presentation skills.
Fluency in English is required.
