Technical Assistance Facility (TAF) Coordinator – Lebanon Economic Reform and Infrastructure Investment (LERII) Programme

LERII is a 4-year DFID-funded programme implemented by DAI that will support the Lebanese Government in implementing economic reforms related to electricity, roads, water, waste management, PPPs, PFM, investment climate and macro-fiscal reforms. To help achieve these objectives, technical assistance (TA) services will be made available to the Lebanese government ministries and agencies who are involved in direct planning and delivery of infrastructure and economic reforms. 

Scope of Work and Tasks:

This is a full-time role based in Beirut, Lebanon. The TAF Coordinator’s ultimate responsibility will be to support the management of the TAF, ensuring it responds efficiently to requests for technical support as reform areas are identified.  The TAF Coordinator supports administrative tasks which will help to maintain the speed and responsiveness of the TA facility.

Intervention Design:

  • Support the TAF Manager in the finalization of ToRs for technical assistance initiatives and the development of KPIs to measure TAF performance;
  • Support the review of CVs and identification of suitable experts to carry out TA;
  • Support the development of intervention budgets, ensuring VfM across the interventions

TAF Management:

  • Support TAF Manager in the development of plans and operational procedures for the long-term running and operational sustainability of the TAF, including organisational risk identification and mitigation processes;
  • Support maintaining of roster of TA international and national expert pool.
  • Support the procurement of TA inputs: Hiring and deploying of TA experts, induction and onboarding to LERII, project competition procedures, contracting, and adherence to contractual compliance;
  • Support management of TA contracting and task order system for deliverables.
  • Support coordination of the TAF including acting as a point of contract with Consultants, such as sending monthly email reminders to Consultants to ensure timely submission of their monthly deliverables: project progress updates/reports (include report templates where applicable), invoices, timesheets, and travel notification in LERII approved formats;
  • Support development of MoUs to be put in place with government ministries with whom LERII collaborates;
  • Liaise, as and when requested by the TAF Manager, with DAIE HO team and local finance team on the approval of TA invoices -in line with approved deliverables- and creation of budgets in Oracle, to ensure swift payment processes and streamlined financial management;
  • Support TAF manager in ensuring the TAF is compliant with DFID Terms and Conditions;
  • Provide logistics support for LERII TA activities.

Intervention Monitoring: M&E and Financial, Administrative and Operations:

  • With the TAF Manager, collate risks and opportunities on projects for initial draft and subsequent reviews of the LERII Programme Risk register;
  • Support TAF Manager in progress monitoring of individual reform interventions, coordinating ongoing inputs of TA experts pool;
  • Support the capture of project results and data in line with DAI Europe’s MfDR data specifications and financial and operations reporting and ensure that relevant platforms are updated and checked regularly.

Other:

  • Contribute to DFID deliverables as required. This will included quarterly reports; monthly and quarterly forecasts as well as additional reporting.
  • Perform other duties as required as per the TAF Manager, LERII Programme ToR, Programme Team Leader, and DAI Head Office requests

Selection criteria:

  • A minimum of five years’ experience in a similar fast-paced role providing a wide range of programmatic and technical, administrative and operations support to a team.
  • Experience of coordinating logistics
  • Experience in supporting the implementation and delivery of development partner funded programmes (DFID, USAID) would be ideal.
  • Organised and able to manage multiple concurrent activities.
  • Enthusiastic and proactive problem-solver with an ability to think creatively and critically, and to use own initiative to drive processes forward.
  • Accuracy, attention to detail, with the ability to work independently and collaboratively as part of a fast-moving high-performing team.
  • Excellent interpersonal skills, including a track record of successful coordination and effective working relations with a wide range of stakeholders (e.g. vendors, service providers).
  • Impeccable integrity, and a positive and entrepreneurial attitude.
  • Proficiency in the effective use of MS Outlook, Word, Excel, and accounting software.
  • Fluency in English (written and spoken).
  • A degree in Business Administration, public administration, or other relevant discipline.
