Background and Context
The USAID-funded Trade and Investment Facilitation (TIF) project purpose is to facilitate export of Lebanese goods and services to generate foreign exchange through investments that simultaneously promote job creation, income generation, and improved livelihoods throughout the country.
TIF has three objectives:
1) increased exports of Lebanese goods and services,
2) investment facilitation leading to increased domestic investment, and
3) improved business and investment enabling environment.
The TIF conducted sector analysis, which resulted into identifying TIF priority sectors and each sector’s main challenges, opportunities and potential areas of interventions related to the growth of each one of them.
In March 2021, TIF launched its Call for Partnership Annual Program Statement (APS), which was broadly published across Lebanon to submit development plans. Additionally, key stakeholders in each of TIF priority sectors were invited to sector webinars and introducing them to TIF’s APS.
As a next step leading to acheive TIF’s objectives, the workshops and co-creation activities for approved development plans have started, in partnerships with the private sector. These activities will result into a sector strategy supporting TIF’s priority sectors.
Tasks
The tasks of this assignment is to engage technical experts to support the TIF’s team, in each of the following activities:
- Assessment and capacity building of the Dairy Cooperative in Deir El Ahmar.
Estimated time for dairy Facility assessment: 1 Day
- To assist TIF technical team in the determination of the dairy facility needs and requirements for TIF to intervene under Couvent Rouge grant
- To Provide TIF technical team with a final report on the assessment visit and its outcomes
Estimated time for capacity building and training at the dairy facility: 9 days
- To assist in the re-launching of the dairy facility by providing technical assistance to the facility management team on production management, and training the production team on new product development and product formulation (9 days)
- To Provide training material for each training conducted
- To write a final report on each training and their expected outcomes
Estimated time for farmers training in Deir El Ahmar region: 10 days
- To provide training to Cow keepers in Deir El Ahmar and neighboring on animal healthcare and nutrition, farm management, and other requested topics (6 days
- To provide training to forage producers in Deir El Ahmar and neighboring on the best agriculture practices to be applied to increase their production capacities at lower costs (4 days)
- To provide training material for each training conducted (powerpoint presentation to be shared with TIF technical team to be reviewed and branded)
- To provide TIF technical team with a final report on each training and their expected outcomes
2. Assessment of the dairy sector actors in Lebanon
Estimated work: 25 days
- To identify the lead dairy factories in Lebanon with their technical needs for TIF Technical Team to be able to identify channels for intervention. This will be followed by encouraging them to apply to TIF’s APS.
- To assesss the needs of small to medium sized dairy factories in Lebanon for TIF’s technical team to determine type of technical interventions or grant provision, or to create clusters for sector level impact.
- To provide TIF technical team with a final report on each assessment and their outcomes.
Location of Assignment
- Deir El Ahmar for the Dairy Factory assessment.
- Across Lebanon for the dairy sector assessment.
Level of Effort and Period of Performance
Estimated 45 days for one year
Deliverables
Task 1: Assessment and capacity building of the Dairy Cooperative in Deir El Ahmar
- Written report for the dairy facility assessment, and training material with written final report for each training conducted.
Task 2: Assessment of the dairy sector actors in Lebanon
- A final report for the assessment including the process and outcomes.
Reporting and Supervision
The consultant will take direction from TIF DCOP and in collaboration with TIF Business Development Lead and TIF Business Development Manager to develop and organize the implementation of each task.
Qualifications:
- Bachelor’s degree or equivalent in Animal Production, Agri-Business, Food Sciences, Business Management or equivalent.
- At least 12 years of professional experience in the agro-food processing sector or related field.
- Demonstrated professional experience creating, reviewing, analyzing dairy sector needs.
- Demonstrated business acumen and strategizing.
- Strong interpersonal and communication skills with diverse stakeholder groups.
- Strong communication skills - both written and oral – in English and Arabic.
