Background information
DCA Lebanon has worked in mine action since 2007. In addition to reducing the harm from explosion, clearance activities also release contaminated land for socio-economic development in the context of rising demands from the local and refugee population. In 2012, DCA began implementing humanitarian and development projects through local partners and scaled up its operations in 2021 due to the deepening crisis in country. Contract purpose and Expected results
DCA Lebanon is seeking to contract a highly qualified consultant (firms or individuals) to develop, review and update HR and administrative policies and procedures and its related documents for DCA and its partners.
Scope of the Services
Develop, review and or update DCA Staff Handbook.
Review current DCA policies, forms, templates and procedures, and draft a HR manual.
Update forms, such as lease contracts, employment contracts, and intern/volunteer terms and conditions.
Draft and advise for new policies/procedures/best practices on HR.
Develop, review and update HR and administrative policies and procedures (compliant with DCA systems), ensuring they are effective, efficient, fair and transparent, and promote equal opportunities. Ensure policies are compliant with DCA Code of Conduct and relevant international legal instruments.
Provide advice and recommendations to HR personnel on current processes.
Develop, review and update HR policies and procedures for recruitment and management of national staff (terms and conditions of employment, grades, steps and positions, salary structure, benefits, disciplinary procedures, termination). Ensure compliance with Lebanese labour law.
Conduct field travel to DCA partner offices to review HR and administrative procedures and assist/support in their needs or ascertain HR requirements as listed above.
Timing, logisitics and facilities
The duration of the contract is two months, starting from signing the contract.
Essential Experience and technical PROFILE
At least 10 years relevant experience in HR, at least five of which experience in drafting memos and SOP’s, recruitments and other HR functions.
Familiarity with Lebanese labour law.
Qualifications and/or experience in HR management.
Demonstrated skills in HR management.
A sound knowledge of employment law and HR best practices.
A good knowledge of contract employment.
Experience and skills in recruitment processes.
QUALIFICATION REQUIREMENTS
Excellent communication and presentation skills.
Working languages: Arabic and English.
Organisational and high communication skills.
Place of performance: partially in DCA office (Beirut and Tyre), most partner locations are in Beirut.
