Completion Assistant

Background

DCA Lebanon has worked in mine action since 2007. In addition to reducing the harm from explosion, clearance activities also release contaminated land for socio-economic development in the context of rising demands from the local and refugee population. In 2012, DCA began implementing humanitarian and development projects through local partners and scaled up its operations in 2021 due to the deepening crisis in the country.

Role

The HMA Completion Assistant is responsible for coordinating and verifying all documentation and evidence related to the completion and formal handover of cleared or released areas under DCA’s Humanitarian Mine Action operations. The position ensures that all operational tasks meet DCA’s internal SOPs, the Lebanese National Mine Action Standards (NMAS), and International Mine Action Standards (IMAS).

The Completion Assistant plays a key role in ensuring the accuracy, consistency, and timely submission of completion files to the Lebanon Mine Action Center (LMAC), supporting transparent, accountable, and quality-assured operations.

Responsibilities

  • Review and verify all task documentation (task dossiers, daily reports, clearance records, QA/QC reports, and maps) to ensure full compliance with SOPs and NMAS.
  • Compile and prepare completion reports and task folders for submission to LMAC.
  • Cross-check data accuracy and consistency between field reports, maps, and IMSMA Core entries.
  • Coordinate with the IM department to ensure all task completion data is properly recorded and updated in IMSMA Core.
  • Ensure that all geospatial and non-spatial data related to completed tasks are stored and backed up appropriately.
  • Liaise with Operations, QA, and IM departments to resolve any discrepancies in task data or documentation.
  • Coordinate with LMAC to ensure completion packages meet all submission requirements and address feedback or corrections requested.
  • Support the organization of handover ceremonies with local authorities and community representatives.
  • Maintain close communication with Site Supervisors and Team Leaders to ensure completion documentation is finalized in a timely manner.
  • Maintain a completion tracking system for all operational tasks (status, pending issues, submission dates, and LMAC responses).
  • Support the FOO and Operations Manager in preparing completion-related statistics, summaries, and reports for donors and internal management.
  • Participate in internal QA or compliance checks related to completion documentation.
  • Conduct site verification visits when required to confirm the completion status of cleared areas.
  • Provide feedback to Operations and QA teams on documentation quality and procedural compliance.
  • Contribute to continuous improvement of completion procedures and data management processes.
  • Support the development or revision of SOPs related to task documentation, reporting, and completion.

Background

  • Minimum 3 years of experience in Humanitarian Mine Action, preferably in clearance, QA, IM, or completion roles.
  • Solid understanding of IMAS and Lebanese NMAS.
  • Proven experience using IMSMA Core for data entry, validation, and reporting.
  • Proven experience Information Management, GIS, or Data Analysis.
  • Experience in data verification, documentation, and technical reporting.
  • Ability to interpret clearance maps, task dossiers, and QA reports.
  • Must have strong attention to detail and accuracy.
  • Analytical and critical-thinking skills.
  • Effective communication and teamwork abilities.
  • Must have the ability to prioritize tasks and meet deadlines.
  • Integrity, professionalism, and commitment to DCA’s humanitarian principles and Code of Conduct.
  • Fluent in English and Arabic (written and spoken).
  • Proficiency in Microsoft Office applications (Excel, Word, PowerPoint).
  • Ability to read, interpret, cross-check technical maps, task folders, and clearance data.
  • Must have Knowledge of GIS tools (ArcGIS, QGIS, or similar).
  • Excellent organizational and documentation skills, with strong attention to detail.
  • Good analytical and problem-solving abilities.
  • Effective communication and coordination skills with internal departments and external partners.
  • Ability to work independently and manage multiple priorities under tight deadlines.
  • Commitment to accuracy, confidentiality, and adherence to DCA’s Code of Conduct.

Reporting

  • Regular reports on the performance and services will be submitted to the QA Coordinator on a weekly basis.
  • Regular check-ins and feedback sessions will be conducted to ensure effective coordination and support.
