Background
DCA Lebanon aims to ensure safe access to land by clearing it of landmines, cluster munitions, and other unexploded ordnance. DCA has been involved in mine action since 2007, reducing the harm from explosions, as well as clearance activities release contaminated land for socio-economic development, addressing the rising demands from the local and refugee populations.
Since 2012, DCA has been implementing humanitarian and development projects through local partners in the areas of education, livelihoods, protection, and basic assistance, supporting vulnerable communities.

Role
To support the effective design, implementation, monitoring, and evaluation of DanChurchAid’s (DCA) livelihoods programming in Lebanon, with a focus on strengthening food security, income generation, and resilience among vulnerable populations. The role contributes to achieving DCA’s strategic goals by ensuring quality, accountability, and sustainability in livelihoods interventions, in line with DCA’s values and Lebanon country program strategy.
Responsibilities
- Lead the planning, execution, and coordination of livelihoods activities, including support to farmers, small businesses, vocational skills development, and market-based interventions.
- Ensure that all livelihood interventions are designed using a participatory, community-based approach and reflect the needs of diverse vulnerable groups, particularly women and youth.
- Coordinate with MEAL teams to ensure timely assessments, baseline studies, monitoring tools, and impact evaluations.
- Contribute to proposal development and donor reporting, ensuring livelihoods inputs are evidence-based and aligned with DCA’s standards.
- Integrate cross-cutting themes such as gender, climate resilience, and protection into livelihoods programming.
- Build and maintain strong relationships with local partners, communities, relevant government departments (MoA, MoSA), UN agencies, and other NGOs.
- Work collaboratively with other DCA program sectors (e.g., emergency aid, education, protection) to ensure coherence and synergy between interventions.
- Represent DCA in relevant livelihoods clusters, working groups, and coordination forums.
- Support local partners’ technical capacity in livelihoods programming through mentoring, training, and joint planning.
- Ensure alignment of program activities with DCA’s strategic objectives and donor requirements.
- Ensure that livelihoods interventions are implemented on time, within budget, and to a high standard of quality.
- Monitor program implementation and expenditures, identify risks and challenges, and propose corrective actions as needed.
- Document best practices, lessons learned, and success stories to inform future programming and advocacy.
- Contribute to the development of sustainable exit strategies, including linking beneficiaries with market actors, vocational institutions, or long-term development opportunities.
- Promote and ensure compliance with DCA’s accountability, safeguarding, and environmental sustainability standards in all livelihood activities.
Qualifications
- University degree in agriculture, rural development, economics, social sciences, or a related field.
- Minimum 3–5 years of experience in livelihoods or economic development programming in humanitarian or development contexts, preferably in Lebanon.
- Proven knowledge of agricultural value chains, small enterprise development, or vocational training initiatives.
- Experience working with local NGOs and community-based organizations, including capacity strengthening.
- Strong coordination, interpersonal, and facilitation skills.
- Familiarity with donor compliance requirements (e.g., EU, DANIDA, UN agencies) and experience in writing proposals and reports.
- Proficiency in Arabic and English (spoken and written).
- Willingness to travel to field locations across Lebanon.

Reporting
- Regular reports on performance and services will be submitted to Head of Program on a weekly basis.
- Regular check-ins and feedback sessions will be conducted to ensure effective coordination and support.
