Operation Manager

DCA HMA Lebanon – Operations Manager   DanChurchAid (DCA) Humanitarian Mine Action in Lebanon is currently seeking an Operations Manager for its activities in Lebanon. DCA is working in Lebanon since 2007, implementing land mine and cluster munition clearance in cooperation with the Lebanese Mine Action Centre. DCA has its main office in Bsous near Beirut and a field office in Tyre. The Operations Manager will be based in Bsous but with frequent travel to the field office. Office location can change subject to project/programme requirements.   Your general responsibilities will be to:   OPERATIONS: Provide a technical oversight of all field operations  and training of the Mine Action Programme, including safety and security,      daily operational planning and implementation, and the direction and discipline all employed operational mine action personnel. Responsible for the internal Quality Assurance. Provide liaison on technical questions with LMAC/RMAC      as necessary. Assist the PM in developing the project’s technical      contribution to the national mine clearance capacity Develop and maintain the DCA technical procedures for      project operations in co-operation with the PM, as per approved NMAS      standards. Assist the PM in maintaining the reporting mechanisms      and producing proper records and reports on all aspects of technical      operations Provide direction and supervision of the DCA FOOs      assigned to the project and as necessary update them on new munitions or      circumstances which may affect their role. Co-ordinate the forward planning of tasks and      locations which the FOOs may be required to supervise. Assist the PM in the training of managerial staff      where their tasks may require understanding of technical mine clearance      policy or procedure. Assist the PM in maintaining information and  coordination links with management structure of the DCA global programmes. Establish and maintain relationships at a technical  level with all organisations (civil, commercial, military or humanitarian)      involved in mine actions in the project area. Undertake other such actions as deemed appropriate and necessary to the good conduct of the operation by the PM and the DCA      Humanitarian Mine Action Unit - Copenhagen. Pursue contacts with other      mine action organisations throughout the country whenever possible. In      order to be informed and to assist in informing the DCA HQ HMA unit of the      status of ongoing or new technical initiatives in the mines sector in      Lebanon. Act as training advisor to all levels of management      and to ensure that training policies decreed by the PM are understood and      carried out by all management and team members. Liaise with the QAO regularly to ensure that the FOOs      and the teams are carrying out drills in accordance with the DCA SOP and      the NMAS. Where such drills have been modified in light of experience, the      OM shall ensure that modifications are fed back to the QAO so as he/she can implement them into the training programme. The OAO shall keep a      record of the visits and register any advice given and actions taken. Pay particular care to the need for training activities and ensure that sufficient language assistants are available to      make sure that trainees have good comprehension of the hazards and safety      requirements of their job. Keep a record of all training carried out by all employees together with the QAO. The training record must be kept up to      date and a copy be held with the employee’s records or as part of the DCA      training file for external students. The OM shall actively promote safer  and more cost-effective methods of munitions clearance and disposal. The      OM shall also be responsible for the collection and retention of intelligence      on munitions as well as the maintaining of the information library on such  munitions. Liaise with the LMAC/RMAC External Quality Assurance  section/Operational cell to ensure that all necessary checks are carried out in a timely and efficient manner. Carry out any other tasks dictated by changing circumstances or required by the PM. Deputize for the PM during the absence of the latter on leave or duty.   Oversee and control the reporting of the FOOs on operational matters such as: ü     Accident and incident reports ü     Weekly and monthly reports ü     Suspension/Completion reports    PERSONNEL: Take the lead in recruitment of national operational staff and ensure that recruitment is conducted in accordance with DCA recruitment guidelines. Promote team building also across teams and provide training and on-the-job training. Ensure that staff contracts are renewed in time including job description and Code of Conduct. Coordinate with Admin and Finance department to ensure that personal staff files are up-to-date with all relevant documents. Conduct annual staff evaluations and bi-annual follow-up interviews for national operational staff and follow-up on staff development plans and that training required and agreed upon is implemented.     You have the following qualifications:   Humanitarian mine action experience as senior field staff with a minimum of 5 years of relevant experience Proven and applicable experience in management of operations in humanitarian mine action desired; Thorough knowledge of the International Mine Action Standards and the Information Management System for Mine Action; Thorough knowledge of BAC and manual demining clearance methodologies, technical and safety procedures Explosive Ordinance Disposal (EOD) qualifications an advantage; Excellent computer skills (Office Word, Excel, and Power Point) is a precondition. Fluent in spoken and written English and Arabic. Excellent inter personnel skills and a good sense of humour and team spirit. Willingness and ability to be flexible also outside working hours. Managerial experience is essential.   DCA offers:   1 year contract subject to renewal based on performance and funding available, starting as soon as possible or no later than 1st January 2016 with 6 months’ probation.
