PROGRAMME COORDINATOR, DCA Lebanon
Background
DCA Lebanon has worked in mine action since 2007. In addition to reducing the harm from explosion, clearance activities also release contaminated land for socio-economic development in the context of rising demands from the local and refugee population. In 2012, DCA began implementing humanitarian and development projects through local partners and scaled up its operations this year due to the deepening crisis in country.
Role
The Programme Coordinator will be responsible for quality assurance and implementation of the programme through national partners. Under the supervision of the Humanitarian Advisor, the Programme Coordinator will coordinate on reporting and key programmatic activities, including monitoring and evaluation processes. The position is based in Tyre with travel to Saida and Beirut.
Responsibilities
Partnership Management
- Ensure that the roles and responsibilities of DCA’s partners are well defined, described and understood by both parties.
- Ensure effective implementation of the workplan plans through regular meetings and use of the formal monitoring process
- Ensure partners are reporting as required and have the necessary skills to do so.
- In partnership with other departments within DCA, coordinate capacity building exercises for local partners based on an organizational capacity assessment.
Monitoring, Evaluation, Accountability and Learning
- Create a MEAL plan for all projects and ensure partners are accountable and understand processes.
- Maintain a database of project outputs.
- Update and (when necessary) create data collection tools and TORs.
- Support in implementing a complaints/feedback mechanism across partners that process all requests in an accountable and timely manner and develop an information collection strategy to address the needs and concerns of vulnerable communities, and develop a system to ensure appropriate follow-up action is taken (where needed).
- Collecting and facilitating feedback and Lessons Learnt sessions with local partners
Communications/Media
- Work with partners on DCA’s visibility requirements, monitoring they’re implemented correctly and seeking opportunities for greater visibility.
- Coordinate all DCA Lebanon communication and media opportunities relating to mine action and humanitarian projects that DCA funds.
- Produce content suitable for external use to raise awareness of DCA activities in Lebanon.
- Coordinate with DCA HQ on communications and media approaches in country, feeding into DCA’s Global Communications Strategy and approach, sourcing and providing content as needed.
- Set-up and manage DCA Lebanon’s online presence including page on DCA Lebanon’s website and social media channels.
Background
- 3-5 years of experience in project development, grants and programme management, and/or M&E.
- Fluency in English and Arabic, both written and verbal.
- Experience in livelihoods, protection and education programming an advantage.
- Bachelor’s degree required and Master’s degree in relevant field an advantage.
