Term of Reference: Online Referral Software Development Protection of Women at risk in Lebanon Project # 511-787 Post Title: Call for Offers for the Development of Online for Referral System Software Location: NA Reference to the project: Protection of Women at Risk in Lebanon Duration: Task must be completed within 1 to 1 and half month Offer: Offer should be in USD and should not exceed US$ 8,000 The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non profit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. Project Context: The purpose of this 15 months project is to empower women at risk and/or victims of SGBV by prevention and a protection-oriented response based on livelihood support. It will help promoting economic and social self-reliance of 300 vulnerable women and raise awareness of duty-bearers about SGBV and human trafficking. Under component 3 of this project DRC, is trying to create a coordination body of local NGOs offering delivering services to Migrant Domestic Workers local NGOs delivering services. To reach this objective DRC intends to develop a shared data management system enabling an effective referral mechanism between the partner NGOs. This referral mechanism will allow sharing information of referred beneficiaries cases, better follow-up and documentation of referrals on a national basis. DRC invites competent individuals or companies to make offers for the development of Referral system software which detailed features are as follows. Specific responsibilities: Under the supervision of DRC project coordinator and in collaboration with partner NGOs, the consultant should: Meet with DRC team to discuss the requirements of the software, objectives and technicalities Meet with partner NGOs to assess their needs related to this software. Read the documents related to the referral mechanism as defined by DRC and partner NGOs Methodology of the work: The system should facilitate the data entry of biographical and other relevant/personal data of beneficiaries, the referral mechanism and the follow up mechanism of each case/form. generation of statistical reports Dynamic privileges control (down to fields level) User accounts management Encrypt connection through TLS/SSL Database of the system is to be stored securely (SQL server encryption) Access to online system to be limited to a set of IP addresses to limit access Ability to add new elements like NGOs, NGOs branches and categories etc. Ability to add new fields to the form* Each NGO should have full access to its own cases, when a case is referred to another NGO the latter will share the full access on the referred case even if it’s not its own Deliverables: A. A software that include features (specifications and functionalities) which respond to the below: General Scope: Refer cases of Migrant Domestic Workers between 5 local NGOs. Report on referred cases (number, services required and provided). The possibility to add other NGOs to the system later on. 1- Case creation: All 5 NGOs should be able to create their own cases, with duplicate data detection mechanism The following information should be present about each case:Code number Name of beneficiary Information on referral form (attached): needs, services already delivered, services required Final outcome of intervention 2- Referral: Customized access to created cases: 2 out of 5 NGOs should have access to all the information (the referring NGO and the referred to NGO) All 5 NGOs should have access to code number and final outcome of intervention When the referral is done electronically, the system should print out a referral slip to be handed for the beneficiary that includes both NGOs contact information, time frame of referral service to be provided 3- Reporting: Dual reporting between the 2 concerned NGOs General reporting (without names, personal identification data) accessible to all 5 NGOs Reporting on number of cases referred (specifying nationality?) Reporting on type of services required, number of cases per type of services 4- Resources: Referral and consent forms to download and print Table of services delivered by each NGO (check ILO) MOU about ethical considerations and common values signed by all NGOs 5- And any other features decided by DRC and partner NGOs within time frame. B. A training on the use of this software delivered to selected persons from DRC and partners NGOs C.
