Operating since 2004 in Lebanon, DRC has addressed the needs and rights of vulnerable populations, working initially with Palestinian refugees (since 2004), Iraqi refugees (2007-2010), Lebanese IDPs (during the 2006 conflict), migrant domestic workers (since 2009) and, since 2011, responding to the Syrian refugee crisis.
DRC Lebanon is currently delivering programming in protection, basic assistance, livelihoods, and community development interventions. This myriad programming seeks to address the immediate needs of displaced populations and concurrently support vulnerable host populations. Danish Refugee Council is seeking a Financial Service Provider (FSP) to manage and support cash delivery and transfers within Lebanon, for Lebanese, Palestinian and Syrian nationals, in the North, Akkar, Bekaa, Baalbek-Hermel and Beirut regions of Lebanon.
Modalities:
- Delivery through an agent/over the counter (OTC) – through a formal or informal institution acting as an intermediary – including money transfer agents and traders would be the preferred cash transfer modality. FSP to send a code / message to recipient to be applicable in both English and Arabic to that certify them to pass by any FSP branch.
This would require from the FSP to ensure availability in all the geographically covered areas for transaction completion.
- Smart card would be the second preferred cash transfer modality. Smart card would consist of a plastic card with a chip, valid with point-of-sale devices and ATMs.
This would require timely production from the FSP of the smart card and distribution to the Danish Refugee Council, who will in turn distribute them to the beneficiaries.
- Mobile Money is the 3rd option that DRC might assess linked cash transfer modality. Mobile Money could consist of an encrypted code, send by SMS to beneficiaries, that can be cashed at various FSP offices.
This would require from the FSP to ensure a mobile network connection is available in all the geographically covered areas for transaction completion. Mobile money modality would also require messages to be provided in Arabic.
