Area Logistics And Procurement Manager

Who are we?The Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon. For further information about DRC, please refer to our website: www.drc.dk Duties• Plan and manage the capacity building of all logistics and procurement staff, in addition to providing support to programme staff on procurement procedure• Assist in finalizing procurement plans and procurement requests for current grants• In consultation with Area Operations Manager, set up procurement lead time targets and monitor compliance with these• Manage the procurement of all materials and equipment ordered by the projects in a cost-effective and transparent manner in line with DRC and donor specific policies• Implement framework agreements for recurring and routine procurements• Oversee the development of vendor lists and supplier registration and conduct regular evaluation of existing suppliers and contractors• Ensure that all orders are tracked correctly and that order tracker is circulated to programme managers on a weekly basis• Participate in evaluation of bids and proposals and assist with the preparation of contracts• Assist with the management of the DRC fleet and drivers including movement planning, maintenance of vehicles and ensuring they carry the correct equipment• Review effectiveness of existing fleet allocation system and provide recommendations for increased efficiency• Oversee the compilation of regular fuel consumption reports and monthly vehicle utilization analysis and ensure adherence to DRC Lebanon vehicle policy. • Oversee all tasks related to asset management including maintaining the asset register, asset cards and personal issue forms. Perform a quarterly physical asset check.• Assist with warehouse management tasks when required including ensuring warehouse documentation is maintained in accordance with DRC policies, overseeing deliveries to and dispatches from DRC warehouses and checking stocks levels. About youTo be successful in this role you must have:Essential qualifications: Degree in Logistics, Supply Chain Management or related field. Experience in supply chain management in an emergency environment including procurement, transport and distribution, warehouse and stock managementExperience in vehicle and fleet managementa) Experience of building and developing the capacity of logistics staff through the use of training, performance management frameworks and development plansb) Excellent interpersonal and team skillsc) Excellent IT skillsd) Fluency in written and spoken English and Arabice) Commitment to and understanding of DRC’s aims, values and principlesf) Experience with standard procurement procedures and documentation. g) Experience with construction and site project managementh) Experience with auto mechanics or electrical installations.i) Ability to speak other international languages.j) Relevant qualifications or training courses.k) Full clean driver’s licensel) Fluency in written and spoken English;m) Good computer skills (Word, Excel);n) An appreciation of Lebanese labor laws / regulationso) Minimum of 2 years' relevant working experience.
