Area Logistics And Procurement Manager (National Contract)

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified The Area Logistics & Procurement Manager is responsible for managing the Procurement and Logistics Departments across two offices in North Lebanon; this includes oversight of procurement of goods and services as well as all logistical functions including fleet management, asset tracking, warehousing and IT. This role will need to provide technical and planning support to increase the capacity of the existing logistics and procurement teams, as well as provide clear information and guidance to programme colleagues. About the job  Danish refugee council has been operatingin the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.  DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.  For further information about DRC, please refer to our website: www.drc.ngo  Your main duties and responsibilities will be: Procurement   • Manage the procurement department in North Lebanon to deliver procurement activities in line with the DRC Operations Handbook and ensure that these activities are timely, effective and efficient in meeting the needs of programme delivery, that they are compliant with DRC and donor procedural requirements, and that goods, services and works purchased represent value for money.  • Support the drafting of grant proposals, ensuring that logistics requirements and costs are adequately taken into account and that programme delivery timelines are feasible, and assist programme procurement planning.   • Conduct national tenders for large scale procurements, for example in construction and rehabilitation sectors, including preparing bid documents, managing pre-bid meetings with suppliers, participating in evaluations, managing due diligence processes and preparing contracts. Also oversee delivery of request for quotations and proposals for lower value procurements.   • Develop registered supplier lists as well as framework agreements for regularly used goods and services and monitor performance of existing suppliers and contractors. Fleet management   • Manage the North Area fleet in compliance with the DRC Operations Handbook, and enforce standard operating procedures on movement planning, vehicle maintenance and mandatory equipment.  • Support the Area Manager in ensuring fleet size is appropriately balanced in terms of cost effectiveness vs meeting programme needs, by monitoring fleet utilisation rates and providing recommendations for rationalisation and increased efficiency.     Warehousing, asset management and IT  • Responsible for overseeing warehouse management including ensuring warehouse documentation is maintained in accordance with DRC policies, overseeing deliveries to and dispatches from the DRC warehouses, and ensuring quarterly physical inventory of existing stock. Provide updates on stock to programme colleagues.   • Provide oversight for delivery of IT strategy and activities, reporting any issues which require further support.  Management and capacity building  • Direct line managment of North Area procurement and logistics staff ensuring appropriate terms of reference and segregation of duties. Build the capacity of the team by providing job training and guidance.   • Support delivery through DRC implementing partners, assisting in the assessment of potential partners, capacity building them in terms of their procurement and logistics capability, and auditing their compliance to procedures.  • Monitor and plan the budgets for logistics spend items. Ensure submission of monthly logistics sitrep and reporting for the North Area, and contribute to other reporting as required. About you  To be successful in this role we expect you to have Degree in Logistics, Supply Chain Management or related field. Moreover, we also expect the following: Required   • 3-5 years’ experience in supply chain management including procurement, vehicle and fleet management, transport and distribution, and warehouse and stock management  • NGO sector experience, in particular in international and humanitarian contexts  • Team management and experience of building and developing the capacity of logistics staff through training, performance management frameworks, and development plans  • Excellent interpersonal and communication skills  • Proficiency in the use of ‘office systems’ (Word, Excel, Powerpoint)   • Full clean Lebanese or International driver’s license   • Commitment to and understanding of DRC’s aims, values and principles   In this position, you are expected to demonstrate DRC’ five core competencies:    Striving for excellence: You focus on reaching results while ensuring an efficient process.  Collaborating: You involve relevant parties and encourage feedback.    Taking the lead: You take ownership and initiative while aiming for innovation.  Communicating: You listen and speak effectively and honestly.    Demonstrating integrity: You act in line with DRC’s vision and values.  We offer  Contract length: 6 months, pending funding confirmation  Level: D+1, basic salary: 2,400$  Duty Station: North  Start date: November 2017 Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals; please refer to drc.ngo under Vacancies.
