Area Logistics Manager - Tripoli

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters. DRC is inviting local candidates to apply for the position of Area Logistics Manager - Tripoli, to support its activities under the project "Emergency Response for Displaced Syrians in Lebanon". Job Purpose  The Area Logistics Manager (ALM) is responsible for supporting improvements in all logistical functions within the field locations including supply chain management, fleet management, assets, and communications in coordination with logistics officers and field managers in each location. The ALM will provide technical support and planning to future initiatives to increase logistical capacity in  North offices (Kobayyet and Tripoli) Key accountabilities Support the implementation of logistics procedures and policies through the following specifics: Capacity Building and Management Assist in building the capacity of field based logisticians and warehouse keepers and drivers on policies and procedures Create a quick visual reference for logistics procedures Improve accountability through the implementation of weekly and monthly reporting Provide General support to Area Program Manager as required to Logistics support Monitor overall logistics performance for two offices Supply Chain Ensure all staff are trained on DRC procurement procedures. Assist all staff in understanding request formats for procurement Develop framework agreements with suppliers Assist in developing vendor lists Assist in finalising procurement plans and requests for current grants Fleet Management Create daily and weekly car movement tracking sheets and accompanying procedures for vehicle requests Create and input vehicle maintenance records into maintenance database including future service dates In coordination with safety department train drivers on DRC safe driving techniques and introduce accountability for the cost of bad driving (speeding tickets, car damages). Implement daily, weekly, and monthly checklists for vehicles  Warehousing/Asset Management Train staff on proper system and means of storing and tracking goods and assets. Assist in the design of storage at field locations Develop mapping of overall warehouse locations through areas of responsibility Identify key equipment (shelving systems, bin cards) that need to be ordered/developed Compile field office reports for stock and assets and submit weekly and monthly reports for area of operation. Assist in the disposal of assets as needed Communication Monitor and maintain working communication systems (VHF, thuraya, internet) including request for repairs Program Development Build the capacity of logistics staff in the field to be able to input during proposal development with emphasis on support costs and logistics for proper implementation Working Contacts External – Service providers Internal – Beirut Logistics & Procurement Staff, Field Managers, Program Managers, Logistics Officers & Assistants, Warehouse Assistants, Area Manager.   Person Specification Essential Experience in supply chain management in an emergency environment including procurement, transport and distribution, warehouse and stock management Experience in vehicle and fleet management Experience in Distributions of NFI’s and food Experience of building and developing the capacity of logistics staff through the use of training, performance management frameworks and development plans Excellent interpersonal and team skills Excellent IT skills Fluency in written and spoken English.
