Area Procurement And Logistics Manager (Lebanese National Staff Only)

DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon.   For further information about DRC, please refer to our website: www.drc.ngo   About the job  The Area Logistics & Procurement Manager is responsible to the Area Operations Manager for procurement of supplies and services in their location and supporting improvements in all logistical functions including supply chain management, fleet management, asset tracking, warehousing, and IT in coordination with other operations staff.   This includes assistance in providing technical and planning support to increase the capacity of the existing logistics and procurement team as well as the ability to provide clear information to program colleagues on procedures and realistic timelines. This requires a highly motivated and solution oriented individual with excellent attention to detail who will be able to resolve critical operational issues as they arise and develop streamlined office procedures.      Duties  • Plan and manage the capacity building of all logistics and procurement staff under your area management, in addition to providing support and guidance to programme staff on procurement procedure  • Participate in area monthly Grant Management Meetings and provide feedback on outstanding procurements and provide updates on items in stock   • Assist the Area Operations Manager with monitoring of the budgets for procurement and service contract lines which require action in advance of grant closure  • Manage the procurement of all materials and equipment ordered by the projects in a cost-effective and transparent manner in line with DRC and donor specific policies  • Implement Framework Agreements for recurring and routine procurements and coordinate with Program Managers in the area to provide detailed lists of common items for national Framework Agreements, as requested  • Participate in evaluation of bids and proposals and manage the preparation of contracts at the field level; reach out to Beirut Procurement department for guidance/advice  • Conduct capacity building and regular workshops/trainings with logistics, procurement, and program staff alike to ensure understanding and adoption of regulations   • Responsible for overseeing the compilation and submission (to Area Operations Manager) of regular fuel consumption reports and monthly vehicle utilization analysis and ensure adherence to DRC Lebanon vehicle policy.  • Report any IT issues to the Area Operations Manager which require support from Beirut IT Officer and create ToRs for support visits as required  • Responsible for overseeing and ensuring compliance with warehouse management tasks including ensuring warehouse documentation is maintained in accordance with DRC policies, overseeing deliveries to and dispatches from the DRC warehouses, checking stock levels, and ensuring quarterly physical inventory of existing stock.   About you  To be successful in this role you must have:  • Degree in Logistics, Supply Chain Management, or related field.   • Experience in supply chain management including procurement, transport and distribution, and warehouse and stock management  • Experience with standard procurement procedures and documentation.   • Experience in vehicle and fleet management  • Experience with outsourcing and shelter/rehabilitation contracts  • Experience of building and developing the capacity of logistics staff through training, performance management frameworks, and development plans  • Excellent interpersonal and team skills  • Excellent IT skills  • Fluency in written and spoken English and Arabic  • Commitment to and understanding of DRC’s aims, values and principles Ideally you will also have:  • Experience with construction and site project management  • Relevant qualifications or training courses.  • Full clean Lebanese or International driver’s license  • Experience in an emergency environment    We offer  An interesting job in one of theworld’s best NGOs. DRC will offer the successful applicant a 6 months contract, renewable dependent on both funding and performance. You must be willing and able to work in Northern Lebanon from first of June 2016.  Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. This position will be placed at level D+1, equivalent to USD 2,400 per month (basic salary)   Commitments  DRC has a Humanitarian Accountability Framework, outlining its global accountability commitments.
