The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.
The Base Officer supports the main Lebanon office in Beirut with both ad hoc and continuous tasks, constantly coordinates with line managers and relevant colleagues, and supervises the daily work of the communication officer and the logistics officer and assistant as indicated below:
Responsibilities per component:
Human resources
Recruitment of office and program staff in coordination with admin staff and line manager,
Design of TORs for new positions,
Supervise preparation of staff contracts done by the Admin Assistant,
Rolling out local staff policies in collaboration with the HoFA/FAM,
Deliver DRC induction trainings for newly recruited staff,
Plan a capacity building system for national staff in collaboration with the HoFA/FAM and senior managers.
Administration
Ensure administrative support for the implementation of the projects in collaboration with admin staff,
Supervise hotels bookings etc with Admin Assistant,
Following up on guest house needs with Admin or Log Assistant,
Support field offices in complying with DRC procedures,
Review contracts to be signed in collaboration with FAO and FAM.
Communication
Coordinate and drive the process of producing the annual report with the Communications Officer,
Supervise and follow up on production of flyers and posters with the Communications Officer,
Ensure DRC visibility in planning production and ordering of printed materials,
Develop a communication plan and strategy in collaboration with line manager.
Logistics
Supervising cars organization by Log Assistant,
Advice on plans for transport (including drivers),
Supervise the daily work of the Logistics Officer.
Other
Split responsibility with the Finance/Admin Officer to represent DRC through the lawyer, depending on the issue and based on coordination,
Carrying out any other duties relevant to the nature of the job as requested by the Program Manager or the Country Director.
The Base Officer reports directly to the Program Manager and works in close collaboration and coordination with the Finance/Admin Manager and the Regional Head of Finance/Administration. The Base Officer in turn line manages the Logistics Manager and Assistant, and Communications Officer.
Qualifications:
Masters degree in Business Administration, Human Resources or equivalent field
At least 3 years of experience (in case of holding Masters degree) or 5 years in case not
Strong attention to detail with good organizational skills
NGO experience and knowledge of human rights and protection issues preferred
Excellent communication skills in Arabic and English - Able to fluently and accurately translate between Arabic and English
Willingness to work long hours and meet strict deadlines, as needed
