The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.
The Capacity Building Officer will support the activities under the UNHCR funded project "Emergency response for displaced Syrians in northern Lebanon" and is expected to perform the following duties independently as well as in close coordination with DRC staff and relevant stakeholders as indicated below:
Responsibilities per component:
Displacement Monitoring
Assessing and monitoring the number and status of Syrian refugees in the Bekaa and south Lebanon areas through regular field and home visits to persons of concern.
Meeting regularly with other actors on displacement (LNGOs, INGOs, the MoSA, etc) to obtain updated information on relevant displacement issues.
Systematically compiling and regularly update all relevant available information on the displacement situation
Reporting regularly to the line manager and relevant colleagues on identified needs of the displaced people.
Coordination and Preparedness enhancement
Initiating and maintaining a coordination network between social development centers (SDCs), the MoSA, NGOs and other relevant stakeholders working in the areas of interest.
Identifying, mapping and keeping updated a pool of resources within the network in terms of human resources and assets available for use in case of emergency.
Preparing an emergency preparedness plan for each area in collaboration with the established network to be activated in case of emergency, including lines of communication, staff deployment and emergency activities (distribution, shelter provision, child protection, legal aid and referrals).
Identifying providers and contractors for emergency shelter provision/rehabilitation and food/NFI distribution, set up and equip warehouses with stock pile.
Response Capacity Building
Carrying out meetings with local organizations and SDCs to assess their needs of response capacity building.
Mapping the gaps of local organizations in their emergency response capacities and develop an action plan for training sessions to cover the identified gaps.
Tailoring and planning of training sessions for the organizations in need on all aspects of emergency preparedness.
Identifying an appropriate trainer to carry out the training sessions, arranging all practicalities around the trainings.
Providing the staff of the local organizations with useful tools, techniques and complementary coaching to reach an acceptable and sustainable level of preparedness in their respective area of intervention.
Monitoring the progress of the staff in their capacity building efforts and adjust when necessary.
Reporting regularly on the progress of work of the training participants to the line manager.
Liaison and other responsibilities
Providing input to monthly internal and external reports as agreed.
Visiting the project areas as often as required.Holding progress meetings when needed with members of UNHCR and the MoSA.
Carrying out any other duties relevant to the nature of the job as requested by the Project Manager or the Deputy Country Director.
The Capacity Building Officer reports directly to the Deputy Country Director and should work in close collaboration with the Logistics Manager on issues related to logistics, procurement and warehousing as well as with the Project Manager in north Lebanon to draw on previous experiences from displacement monitoring, coordination enhancement and response modalities.
Qualifications & Experience:
University degree; preferably related to social work
Minimum 3 years of relevant work experience
Experience in emergency preparedness, coordination, capacity building and mapping)
Experience in individual and family intervention is a plus

Commitment to the values, vision and mission of DRC
Good computer skills (PowerPoint, Word, Excel…)
Well-developed organizational and planning skills
Self-motivation and strong team spirit
Ability to speak, read and write Arabic and English proficiently
Lebanese driving license is required
Duration:The type of contract is Short term service, 6 months; renewable (depending on performance and availability of funds)

Conditions:
DRC offers a competitive local salary and benefits package.
The position will require 75% of the total time on field (Bekaa, South and North of Lebanon) from Monday till Friday in addition to weekends if necessary.
