Who are we?
Danish refugee council has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job
The Capacity Building Officer has the main responsibility to strengthen the partnership between DRC and the local partners. The CBO will coordinate the capacity assessment, development of capacity building plan and ensure implementation and compliance with DRC guidelines. This position will also have the responsibility of providing support on the operational level by validating financial, HR and procurement documents. He/She will coordinate with the different departments within DRC and the partner NGO.
Duties and Responsibilities
• Update and compile NGOs and Community Based Organizations mapping in the area of intervention.
• Develop partners contracts, MoUs, budgets and work plans in coordination with DRC and partner teams;
• Revise the capacity assessment tool according DRC's guidelines
• Undertake capacity assessments of the local partners on programmatic and operational levels;
• Develop comprehensive capacity building plans with local partnersbased on respective needsidentified by partners and ensuring quality interventions;
• Organize and coordinate donor field visits to local NGO partner.
• Develop training packages tailored to the capacity and needs of local partners and SDCs; The training package will cover topics such as introduction to Code of Conduct, Core Humanitarian Standards,Safety M&E, Finance, Procurement, Protection and other identified topics and needs;
• In order to promote sustainability of interventions and independence of local partners, facilitate, coordinate or arrange trainings on relevant topics, including Proposal development and conceptualization and design and Donor relations and management;
• Together with technical colleagues (sector managers and officers), identify technical gaps in the program and identify/implement solutions to meet these gaps;
• Undertake field visits to measure implementation of the capacity assessment and capacity building plans;
• Produce quarterly and final reports with recommendations for future capacity building interventions, challenges, needs and recommendations;
• Support the submission of timely, accurate and well-written donor reports and other reporting requirements of partner components.
• Ensure adherence to DRC partnership rules and guidelines;
• Follow up on operation complaints with partner and provide feedback to beneficiaries once measures are in place;
• Assist in the assurance of donor compliance, including appropriate and timely spending of grants to achieve program goals, grants reporting contributions, use and distribution of supplies and resources regarding capacity building efforts;
• Ensure partner is line with DRC communications guidelines.
• Conduct monitoring and evaluation visits to review SOPs are applied and followed;
• Oversee and ensure achievements of capacity building plans through development and implementation of monitoring and evaluation tools including pre and post-tests;
• Oversee and ensure achievements of targets towards donors’ requirements through overall coordination of the grants/activities.
About you
To be successful in this role you must have:
• University degree or higher education relevant to social work, business administration, human rights, law, social sciences or humanitarian aid;
• At least 2 years of proven international experience in undertaking trainings and capacity building initiatives;
• Solid experience with planning, reporting, monitoring and evaluation skills;
• Experience in partnering with local partners and providing direct operations support to local organizations;
• Strong written and oral communication skills, effective in representation and liaison with external parties.
• Experience in conducting training needs analysis/assessments and developing training programs for a broad range of audiences from different institutional levels;
• Proven experience in training and developing capacity building plans;

Required qualifications:
• Excellent communication and interpersonal skills;
• Excellent facilitation and presentation skills (experience in facilitating and delivering presentations in various training courses, conferences and workshops, preferably with government officials)
• Knowledge in operations such as finance, HR and procurement;
• Experience working in emergency and development settings;
Desirable qualifications
Ideally, you will also have:
• Experience in conducting training needs analysis/assessments and developing training programs for a broad range of audiences from different institutional levels;
• Proven experience in training and developing capacity building plans;
• Excellent communication and interpersonal skills;
• Excellent facilitation and presentation skills (experience in facilitating and delivering presentations in various training courses, conferences and workshops, preferably with government officials)
• Fluency in English and Arabic required.
We offer
DRC will offer the successful applicant a contract till the end of August 2017, renewable dependent on both funding and performance. You must be available to start work from March 2017 and be willing and able to work in Akkar.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and Nationals; please refer to www.drc.ngo under Vacancies. This position will be placed at level C 1 equivalent to 1,650$.
