Cash And Livelihood Manager

We are looking for a highly qualified candidate that has the skills to engage in our organization as a Cash and Livelihood Manager.   Who are we The Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon. More than 200.000 Syrian refugees have received assistance from the Danish Refugee Council since the beginning of the crisis. For further information about DRC, please refer to our website: www.drc.dk   Duties • Design and roll-out an assessment to identify market opportunities, emergency employment and self-employment opportunities, and skills gap in targeted villages in Bekaa, in collaboration with other agencies working in the same areas • Organize and manage short-cycle training courses for DRC beneficiaries according to the findings of the Skills Gap / LH profiling assessment Compile and analyze lessons learned of previous employment service projects in Lebanon and draft recommendations for DRC programming in this area of work • Prepare the staffing and procurement plan of emergency employment service centers, and draft the budget accordingly • Ensure the cash assistance referrals received from different agencies are managed by the cash staff and ensure proper planning of HHs assessment visits • Collaborate with the M&E team in all M&E activities and apply templates and guidance (for e.g Liban Post) • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required • Serve as the main focal person in the field for DRC’s Livelihoods’ implementing partners; maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination • Regularly monitor performance of the Implementing Partner(s) engaged in the livelihoods promotion component of DRC livelihoods program, to achieve project’s objectives; provide technical support and guidance; share relevant information and direction with the APM to improve quality and achieve timelines • Directly supervises cash and livelihood staff, including team members involved in the vocational training activities • Consistently and proactively monitor/assess the safety and security of the team; promptly repo concerns or incidents to Area Program Manager • Prepare and maintain/update detailed work plans for the cash and livelihood component of the program, ensuring that they match grant timeline and completion date • Manage and monitor monthly expenditures and track all Cash and livelihood budget lines, to ensure that all spending is in line with approved budget and timelines • Represent the DRC in sectorial and technical coordination bodies at the field level, share information and identify opportunities for collaboration, under the strategic guidance of the APM   About you To be successful in this role you must have: • Bachelor of Arts or Science in Social Science, Economics, Agriculture, Food Security, or related field • 2-3 years of experience leading teams in a humanitarian context, preferably during an emergency. • 5 years of technical experience implementing employability promotion programs, such as vocational training, life-skills and employment services. • Experience facilitating technical trainings and workshops related to livelihoods promotion. • Proven abilities in managing teams, monitoring staff performance, and providing technical support and coaching to field teams. • Prior experience in developing program implementation work plans, data collection and analysis, and program reporting • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail • Excellent interpersonal and problem-solving skills, creativity and flexibility • INGO experience preferred • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well. • Fluency in English and Arabic required   We offer An interesting job in one of the world's best NGOs. DRC will offer the successful applicant a6 months contract, renewable dependent on both funding and performance. You must be available to start work from February 2016 and be willing and able to work in Bekaa. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff.
