Cash Officer (National Contract)

We are looking for a highly qualified who can fit the position of Cash Officer in DRC Bekaa Office Who are we?  Danish refugee council has been operatingin the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.   DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.   For further information about DRC, please refer to our website: www.drc.ngo  In Bekaa you will find one of the most historical places in the world such as the Baalbak temple. It is also a safe and relaxing environment but at the same time very close to Beirut. About the job  Under the direct line management of the Protection Manager, the Cash officer is responsible for the overall supervision and coordination of all CASH assistance related activities (One-off emergency cash assistance, cash for work, apprentice stipends) Duties and Responsibilities  • Receive lists of HHs in need of cash assistance by any sector manager, compile lists received on a daily basis and send to Monitoring, Evaluation and Leaning (MEL) team for cross-checking on RAIS system   • Follow-up with the MEL team to receive results of the cross checking and coordinate with sector managers  • Ensure proper planning and preparation of HHs visits for distribution of Liban Post cards, per area of intervention and ensuring best use of cars and assets   • Provide clear briefings to cash recipients on the field about the Liban Post process and the hotline   • Ensure proper and safe filing of all cash distribution related documents (receipts, pictures, field tracking tools, LP loading forms (hard signed copies and scanned copies) and ensure proper documentation is safely kept and stored electronically  • Coordination with M&E department for PDM: the CASH officer sends to the AMELM the list of all HHs supported with cash assistance on a monthly basis  • Follow up on a weekly basis the Liban Post campaigns to ensure beneficiaries have received the sms and retrieved the cash  • Provide weekly reports to the Protection Manager, including accurate figures of distributions done and challenges encountered, in the agreed format, report any field security incidents immediately as they occur to the Protection Manager  • Update the IPT on a monthly basis and send it to the Protection before the 2nd of each month About you  To be successful in this role you must have At least 2 + years of experience in international organizations and humanitarian settings In this position, you are expected to demonstrate DRC’ five core competencies:   Striving for excellence: You focus on reaching results while ensuring an efficient process.   Collaborating: You involve relevant parties and encourage feedback.   Taking the lead: You take ownership and initiative while aiming for innovation.   Communicating: You listen and speak effectively and honestly.   Demonstrating integrity: You act in line with our vision and values. Moreover we also expect the following:  Required qualifications  • Previous experience working with Syrian refugees in Lebanon  • Good knowledge of protection principle in humanitarian settings  • Good knowledge of vulnerability criteria  • Bachelor in finance, business or related field  • Good knowledge of the Bekaa context  • Ability to maintain confidentiality, respect, non-discrimination and safety of client at all times;  • Comfortable in a multi-cultural environment, flexible with working hours and able to handle pressure well  • Computer literacy (MS Word and Excel)    Desirable qualifications  “Ideally, you will also have…”  • Excellent interpersonal skills and team player  • Fluency in Arabic   • English: Good written and spoken     We offer  DRC will offer the successful applicant a contract until 30 April 2018, you must be available to start work as soon as possible and be willing and able to work in Bekaa.  Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals; please refer to www.drc.ngo under Vacancies.
