Cash Program Finance Assistant - Beirut

BackgroundThe Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. From November 2013 to March 2014, DRC will be supporting approximately 50,000 refugee households with winterisation assistance. This assistance will be delivered through ATM cards. DRC is inviting local candidates to apply for the position of Cash Program Finance Assistant, to support its activities under the project "Emergency response for displaced Syrians in Lebanon".   Specific duties and responsabilities: Prepare weekly forecasts of planned amounts to be loaded onto ATM cards and track the available balance in the ATM card loading bank account, ensuring that there is always sufficient balance for the following week’s loading; Prepare and obtain authorization for monthly transfer requests from DRC’s main bank account to the ATM Card loading bank account; Cross check the card loading sheets received from the CPFA-Fields against the master list of cards printed by the bank to identify and correct any errors; Prepare the card loading sheets including the loading fee sheets and obtain authorization fromauthorized signatories; Submit the authorized card loading sheets to the bank for action by e-mail and in hard copy; Obtain verification from the bank and notify the relevant CPFA-fields when the cards have been activated and loaded; Prepare a bi-weekly consolidation of the master spreadsheets of cards activated and loaded from the 3 regions; Receive and action the card loading sheets from other organisations using ATM cards issued by DRC; ensure that no instruction are sent to the bank to load cards managed by other organizations before the funds are received from the other organization into DRC’s main bank account; Organise, update, and file the bank documents: transfer letters, contracts, etc.; Follow-up with the bank on any technical issues which might arise in the field. Required qualifications: High grade achieved at Mathematics at High School (Baccalaureate) level; Proficient user of Microsoft Excel – must be able to use formulas, formatting, create tables and reports; At least 6 months experience working in an office environment; Good references from non-related sources attesting to good character and honesty; Ability to speak, write and type in English and Arabic; Located in one of the four locations where DRC’s offices are located; Systematic mindset and capability to perform a repetitive task without making any mistakes.
