We are looking for a highly qualified and motivated Collective Site Management and Coordination Officer for the DRC Field Office in North Bekaa.
Who are we?
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.
Duties
Community Mobilization
Facilitate the establishment and support the functioning of Committees in collective settlements.
Ensure equal participation of women in all processes.
Support Committees trough trainings, awareness raising sessions and workshops according to the needs identified.
Design communication materials to ensure the effective dissemination of key messages targeting both the refugees and the host community.
Establish mechanism for regular discussion with refugees of different ages, gender and backgrounds, to fully understand their needs and concerns as well as gender roles, resource sharing, ownership and decision-making practice.
Promote community mobilization and participation in all aspects related to living in collective Centre.
Promoting host community acceptance
Represent DRC in giving verbal and written warning in case of breach of Collective Centre rules. Engage DRC management and other relevant stakeholders (UNHCR, Municipality, etc) to effect the eviction of a resident from the Collective Centre in case of need.
Coordination and Information Management
Provide feedback on refugee’s needs and concerns on regular bases to DRC programme manager and other relevant stakeholders.
Follow up the adequate maintenance of site infrastructure; monitor the agreed delivery of services and protection by all partners. Coordinate and advocate with other partners when gaps or duplication are identified.
Organize and conduct Collective Centre management meetings and ensure the regular presence of community representatives and any other relevant actor.
Provide the minutes of the management meeting to all participants and other stakeholders involved (UNHCR, Municipality, other NGOs, etc).
Organize and direct surveys and data collection within the Collective sites as directed.
Monitor and report on all issues related to targeted vulnerable groups.
Refer protection cases and issues to the DRC protection team. Report rehabilitation and maintenance needs to the DRC shelter team.
Attend all meetings with other stakeholder related to Collective site management.
Develop and update Collective Centre profiles, containing relevant information about the center and the basic services provided there.
Maintain and update a data base of Collective center residents disaggregated by household members and including relevant profile information.
Cooperate and share information with the other NGOs, local authorities and UN organizations working in the Collective Centers.
Monitoring and advocate safe and not-discriminatory access to facilities and service by all collective center residents.
About you
To be successful in this role you must have
Essential qualifications: completed first's degree from an accredited academic institution, preferably in Political or Social Sciences, Business Administration, Migration Studies, International Relations and/or Law;
Essential experience: 1 year of experience in the field of humanitarian interventions in emergency and post-crisis environments, humanitarian assistance, human rights; b) demonstrated expertise in community mobilization and/or coordination and information management; c) experience in liaising with governmental authorities, other national/international institutions; d) demonstrates good knowledge of UN and NGO mandates and programmes in the humanitarian responses, refugees, post conflict construction and development; e) Experience of work in Lebanon; f) Previous experience in CSMC an advantage.

Basic Salary: 1505 USD
