We are looking for a highly qualified and motivated national candidate that has the skills to engage in our organization as a Deputy Head of Programs (Beqaa).
Who are weDRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

Job Purpose:The DAPM to ensure activities are implemented according to DRC’s minimum requirements and quality standards and that teams are supported ensuring strong capacity building. The DAPM is therefore expected to support the APM in overseeing all projects implemented in his/her AoI, participate to proposal writing and reporting, work closely with local partners, ensure external representation and to provide qualitative ideas to improve project cycle and team management.

Duties:Programme development and management- Work closely with the APM and in coordination with the national technical coordinators to elaborate and harmonize tools, SOP, guidelines and conceptual frameworks to guide the implementation of the sector strategies- Assist in the finance and procurement aspect of the projects in all phases particularly at proposal writing stage, while submitting intermediate and final reports, during audit or verifications and in compliance with donor's and organizational rules and regulations- Strengthen coordination and linkages between the different program departments and operations when neededPartnerships- Develop, consolidate, monitor and support the partnerships with local organizations and authorities to ensure accountability,- Capacity build and develop handover strategy with each partner organizationCoordination- Participate to working groups and coordination meetings held at field level when requested and coordinate and advocate with other partners when gaps or duplication are identified- Strengthen coordination with different actors and stakeholders such as municipalities, local organization, INGOs etc Reporting- Organize monthly meetings with the SM to follow up on achievements of targets and budget expenditures- Act as the communications focal point in the field and coordinate donor field visits, compile project fact sheets, successful stories amongst other activities in Bekaa Project and Programme Monitoring - Ensure compliance and conduct site monitoring visits to guarantee SOPs and guidelines are followed and issues are addressed when arising- Identify and suggest assessments/visits/surveys needed to ensure better impact of activities
About youTo be successful in this role you must have a university degree; preferably related to social work and development projects and be fluent in English and Arabic. In addition to that, you must have a minimum of 3 years management experience in humanitarian contexts, a minimum of 2 years experience in team management (3 people and more) and experience and knowledge of DRC’s sectors of intervention (Protection, Governance, Housing and Infrastructure, Cash and Livelihoods).
Ideally you will also have professional experience with INGOs/NGOs, a Master’s degree in relevant field (rural development), Experience and knowledge working with partners and 5 years experience in managing community support projects and mobilization activities in an emergency and development setting.
We offerAn interesting job in one of the world’s best NGOs. DRC will offer the successful applicant an initial contract until the 30th of September 2016, renewable dependent on both funding and performance. You must be available to start work from February 2016 and be willing and able to work in Beqaa.Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. This position will be placed at level E1, equivalent to 2,600 USD per month, in addition to other benefits.
