Deputy Chief Of Party

We are looking for a highly qualified professional with strong experience in livelihoods, local economic development and social cohesion programming for the position of Deputy Chief of Party, based in Lebanon. Successful candidates will possess high-level management and coordination skills, have a proven track record in leading Consortium programme design and implementation and show a clear ability to successfully manage and interface between Consortium partners, donors and other stakeholders. The Deputy CoP will be expected to provide direction and management to the Consortium in Lebanon and its activities as well as oversee the administration and implementation of the grant. The Deputy CoP will have financial and human resource management oversight and will take on a coordination role in Monitoring, Evaluation, Accountability and Learning (MEAL).   Who are we? DRC has been operating in the Middle East and North Africa (MENA) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Libya/Tunisia, Jordan, Syria, Iraq, Lebanon, Turkey and a Regional Office (RO) in Amman. DRC has 17 offices and about a thousand staff members across the MENA region. DRC is presently leading a Consortium of five international NGOs in response to an anticipated funding opportunity through the European Union aiming to support the self-reliance, resilience and social stability of displacement-affected communities hosting Syrian refugees in the Middle East. The proposed intervention is focused on activities in Lebanon and Jordan in its first phase.   Duties • Coordination with Consortium partners in Lebanon; • Contextualizing and development of the Consortium country strategy and Theory of Change, in coordination with Steering Committee, Chief of Party and partners; • Oversee planning, programme design and delivery of Consortium objectives, and budgets; • Ensure the timely delivery of agreed outputs of the Consortium and ensuring quality programme implementation in line with the agreed strategy; • Oversee all operational aspects of the Consortium (including financial and human resources); • Monitor programme implementation and ensure regular reporting by Consortium partners; • Compile and edit inputs from Lebanon consortium partners into reports to the donor and support the Chief of Party with consolidation of the Lebanon and Jordan inputs into unified reports • Oversee development of the Consortium advocacy strategy and promote the use of Consortium-generated knowledge and learning; • Provide strategic leadership on external communications in line with Steering Committee guidance; • Represent the Consortium in coordination mechanisms with government, partners and donors; • Manage the development and implementation of strategic academic and research partnerships; • Coordinate the Consortium MEAL strategy and ensure that monitoring and evaluation obligations of the project are met by partners, including the ability of DRC as consortium lead to report against outputs, outcomes and impact of the project to the donor.      About you To be successful in this role you must have; • A post-graduate degree in international relations, business administration, management, human rights, social sciences or related field; • Minimum 5 years professional work experience in international humanitarian/ development work, including in the MENA region; • Demonstrated experience in managing and leading Consortia; • Demonstrated technical expertise and experience in local economic development, livelihoods and/or social cohesion programming; • Proven analytical and strategic planning skills; • High-level communications and people skills; • Excellent writing and communication skills able to negotiate effectively between different stakeholders, and to represent the Consortium at high level forums; • Extensive experience in representation and networking, in particular with Governments, humanitarian and development actors and Donors; • Demonstrated project, program and human resource management experience, including in working with local partners; • Strong MEAL experience, including in complex programmes with high-profile evaluations; • Professional fluency in written and spoken English; fluency in Arabic advantageous though not required;   We offer DRC will offer the successful applicant a 12month renewable contract, conditional on secured funding.
