We are looking for a highly qualified candidate who has the skills to engage in our organization as a Deputy Head of Programme.
Who are we?
The Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon, as well as supporting vulnerable communities of Lebanese who are hsosting refugees.

Duties and Responsibilities
• Represent DRC in national coordination meetings and working groups; Ensure information flows to and from field staff;
• Support Head of Programme and Country Director with briefing materials and donor representation as required;
• Lead update of national partnership strategy and annexes (tools etc), development of new partnerships and management of existing partnerships;
• Focal point for follow up on operational aspects of work with MOSA and government counterparts including targeting of Lebanese beneficiaries.
• Work with the Head of Programme (HoP) on providing input on the strategic direction of programme within the context of Lebanon and support the identification of programme opportunities;
• Support harmonisation of approaches in specific sectors/projects as required;
• Provide support to field teams through field visits;
• Participate in preparation of proposals, work plans, budgets and progress reports;
• Work closely with the Risk, Compliance and Accountability department to strengthen adherence to the Core Humanitarian Standards commitments;
• Develop and/or contribute in development of programmatic SOPs and guidelines.
• Work closely with the safety team to update the Emergency Preparedness and Response Plan and conduct joint meetings with the field teams to conduct simulations and update the plan.
• Line management of Monitoring and Evaluation and Information Management staff.
About you
To be successful in this role you must have:
Required qualifications
• Relevant university degree (post graduate degree preferred);
• Significant experience in project management is essential;
• Solid experience in grant management (results and budget monitoring, financial forecasting, and risk management);
• Minimum of 4 years of work experience in project formulation, implementation, coordination and/or management in complex environments, ideally with INGO/LNGO;
• Proven track record of and use of complex monitoring and reporting systems and tools;
• Direct operational experience in conflict-affected or post-conflict countries and/or broad knowledge of themes relevant to conflict and/or post-conflict is a strong advantage;
• Excellent Arabic andEnglish spoken & written skills;
• Experience in representation at a strategic level and engaging/networking with key stakeholders;
• Computer Literacy (Microsoft Word, Excel and PowerPoint),
• Previous experience with DRC an asset.
We offer
DRC will offer the successful applicant a contract until 31st of December 2016, renewable dependent on both funding and performance. You must be available to start work from June 2016 and be willing and able to work in Beirut, with travel to field locations.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals; please refer to www.drc.ngo under Vacancies. This is a national position and will be placed at level E++ for Nationals, Basic Salary 4223 USD
