Economic Recovery Officer - Cash for Work Engineer

DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions.   With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekaa, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

 

About the job

The Econmic Recovery Officer will be in charge of all the implementation of Cash for work projects in T5 to oversee and support in the identification of CFW Projects, design layout, BoQs and ensure quality implementation of CFW projects at each stage of projects. Based on the candidate's technical skills and experience in similar work, he or she will prepare pre-assessments, tools and feasibility reports and designs CFW projects specific BOQs, layouts,  and prepare the project CFW Implementation strategy.

Your main duties and responsibilities will be:

  • Actively lead the implementation of the cash for work activities in a way that ensures coherence between field implementation, technical guidelines and commitments outlined in the project proposal.
  • Act as the main liaison between communities, municipalities and the DRC office in all CFW program-related issues; maintain good relationships with participants and professional relationships with local stakeholders and authorities.
  • Assess potential Cash-for-Work activities (Preliminary assessment, feasibility check) in line with the DRC CFW guidelines and in accordance with local authorities’ consultations and recommendations.
  • Interprets plans, assesses quantities and cost estimates for all CFW tools and materials.
  • Ensure that the construction CFW activities are carried out according to the plans, designs and drawings and ascertain accuracy of the qualities, quantities and proportions of the construction materials are precisely maintained
  • Develop CFW projects designs and BOQs based on projects sizes and budget allocation.
  • Under the direction of the Economic Recovery Team Leader, daily supervise the team for the CfW activities and ensure the finalization of their plan for the project timeline, and that the technical aspects of the project are running in accordance with the project’s objectives and DRC’s strategies.
  • Ensure strong engagement and communication with participants targeted in DRC EcRec program and make sure their work place is safe and dignified, and make sure that enquiries are answered in a timely manner, in coordination with the MEAL hotline.
  • Work closely with the rest of the EcRec team, Protection and the MEAL to support coordination between various project activities, as well as coordination between communities and municipalities in order to ensure integrated programming and streamlined communication; under the overall supervision of the EcRec team leader.
  • Work closely with operational staff, specifically procurement team, to ensure proper organization and timely follow up on order requests, payment requests and assets and assisting the team in giving specifications for all materials and tools.
  • Technically Assist the Supply Chain Department in reviewing the bids special where technical services. Specifications are required for the procurement of different CFW projects.
  • Assist in the development of standardized messages to be provided to program participants and stakeholders about the project itself, it processes, roles and responsibilities of each and everyone, and ensure their awareness of the hotline phone number of the feedback mechanism.
  • Conduct continuous field visits in order to ensure a good work quality from foreman and participants.
  • Ensure that project files are maintained and well archived (soft and hard copies).
  • Plan, monitor, and report on all projects activities and submit monthly donor reporting dues including participants lists, payments outcome and narrative reports.
  • With the support of the EcRec team leader, lead and coordinate the finalization of the Memorandum of understanding and handover agreements with municipalities.
  • Support the economic recovery Team Leader in developing budget forecast, work plans and tools related to CFW activities
  • Support Economic recovery team in mobilizing resources and lead community engagement process in the CFW projects.

About you

To be successful in this role we expect you to have Bachelor University degree in engineering in civil or public works. Moreover, we also expect the following:

Required

2 years’ minimum experience with NGOs in Livelihoods, Cash, Shelter or related sectors, or in civil engineering, which would include experience with the following activities:

  • Implementation of Cash-for-Work projects, rehabilitation and shelter related projects
  • Implementation of Cash for Work Projects integrated in Community Support Projects
  • Provide technical support related to BOQs
  • Cash delivery mechanism and modalities
  • Community mobilization
  • Experience supervising teams
  • Experience in external coordination with various stakeholders
