Education Manager- Syria Team

The Education Manager will provide overall leadership, management, technical support and guidance, as well as strategic vision for the DRC Syria education programme. The Education Manager will build on and   manage an appropriate team, and liaise with governmental and non-governmental partners (both international and national) to ensure that the programme is well-designed, contextually sound, and effectively delivered in line with the country programme strategies and as per donor requirements.

 Your main duties and responsibilities will be:

Technical Quality 

Provide oversight, management and set the strategic direction of the DRC Syria Education programme.Ensure that DRC’s education programming is protection and gender mainstreamed and in line with INEE Minimum and SPHERE standards.

Ensure that standards set by the Protection and Education sectors and working groupss are applied to DRC’s education programming.

Oversee needs assessments; monitor progress and undertake evaluations, and adapt existing programming to changing needs.

Ensure the best use of resources by preparing sound budgets, monitor project expenses, and ensure timely submission of financial reports to donors with the support of Finance and Grants departments.

Work closely with the Programme Quality team to develop, adapt and implement harmonized monitoring and evaluation systems; analyze results to ensure program effectiveness and quality, with a focus on the impact of DRC Education programmes throughout Syria.

Conduct frequent field visits, where possible, to project sites in Syria – security and access permitting.

Ensure compliance with donor requirements and DRC’s internal procedures and guidelines.

Serve as the overall focal point for all education grants and be responsible for addressing grant-related issues, including effective financial management, procurement/asset management, and development of thorough, timely donor reports.

Prepare for and participate in Project Kick-off, grant review meetings, and grant closure meetings to ensure that projects areon track, and all challenges are dealt with proactively.

Work closely with the HoP and the Grants unit to input into new proposals.

Strategic planning

Develop/adjust the Education strategy in line with DRC Syria’s Country Action Plan.

Provide cohesive leadership to the Education programming in Syria, ensuring that priorities and opportunities identified are in line with DRC strategic plans.

Remain abreast of ongoing trends in Syria and in the region as related to Education programming, and provide regular updates on these trends and how they affect programming.

Team Management & Capacity Building

Manage the Education team on day to day basis by providing leadership support and guidance.

Provide on-the-job training and coaching to the education team.

Maintain open and professional relations with team members, promote a strong team spirit.

Prepare workplans with clear objectives and achievement benchmarks, long-term and short-term priorities. Assist the staff in identifying professional development needs and opportunities.

Provide continuous performance feedback to staff; identify performance issues and work with staff and HR to document and address issues in a timely manner.

Coordination & Representation

Maintain and Develop conducive working relations with other humanitarian actors, donors, UN, and governmental authorities.

Represent DRC in cluster/sub-cluster meetings, working groups and other relevant meetings.

To ensue integration between Education sector and other DRC sectors of implementation in Syria, to promote one programme approach.

About you

 To be successful in this role we expect the following:

 Required

  • University degree in education, social sciences or international development.
  • Minimum five years strong management experience with INGOs, particularly managing medium to large-scale primary to secondary education with IDPs and/or conflict-affected populations.
  • Technical experience in at least one of the following areas: community-based education, teacher professional development, remedial learning options, youth programming, Accelerated Learning Programs.
  • Technical experience on a range of education themes including capacity building of team members.
  • Solid experience in staff management in a cross-cultural environment and remote management
  • Fluency of the English language
  • Competency profile
  • Excellent writing, analytical and strategic thinking skill.
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary.
  • Ability to work closely with a diverse team of individuals in an intense and fluid work environment.
  • Ability to navigate complex situations with diplomacy.
  • Ability to manage ambiguity, frustration and stress in self and others.
  • Confident and decisive leadership.
  •  Demonstrated experience and ability to professionally and appropriately represent the organization and negotiate and defend DRC’s interests with a diverse range of government officials, local organizations and other groups.

Desirable

  • Extensive knowledge/experience in education in emergencies programming is a strong asset.
  • Demonstrated training and facilitation experience.
  • Experience in complex emergencies and the ability to live and work in a very remote environment.
  • Fluency of the Arabic language

We offer

Contract length: up to 12 months contract, renewable dependent on both funding and performance.

Level: F

Designation of Duty Station: Unaccompanied duty station

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriate Staff.
