External Evaluator

We are seeking a highly qualified candidate who had the skills to engage in our organization as an External Evaluator. Who are we?DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.For further information about DRC, please refer to our website: www.drc.dk DutiesThe objectives of the external evaluation are:• To evaluate the Newcomers programme from the perspective of emergency response best practice and document lessons learned;• To conduct a risk assessment and analysis of likely scenarios requiring emergency response in Lebanon, including five detailed case studies of five municipalities in Akkar, Central-West and North Bekaa, Tripoli and South regions;• To determine how best practices and lessons learned from the Newcomers programme can be applied to the current context, likely risks/scenarios, and the local actors and duty bearers;• To provide concrete, actionable recommendations for future strategic and operational development. To achieve these objectives, evaluation study questions will be developed and agreed between the external evaluator and the Evaluation Manager/Steering Committee at the inception phase. About youTo be successful in this role you must have:• Advanced university degree or equivalent in Humanitarian/Development Studies, Social Sciences, Public Health, and other related fields.• At least 3-5 years of relevant experience and proven expertise in the humanitarian sector with significant experience in monitoring, data analysis, research and/or evaluation – including prior experience in program reviews/real-time evaluations.• Strong quantitative and qualitative research skills.• Knowledge of the current literature/practice on displacement-related emergency response. Familiarity with DRC and/or Syria emergency response preferred.• Ability to work independently and achieve quality results with limited supervision.• Strong analytical and synthesis skills.• Excellent command in written and spoken English – proficiency in Arabic preferred. DRC will offer the successful applicant a30-40 days consultancy contract, renewable dependent on both funding and performance.
