We are looking for a highly qualified candidate to support a real time review aimed at learning and programme development. The review team will apply the OECD/DAC criteria – with a particular focus on appropriateness, relevance, coherence, and coordination. The primary stakeholders of this review are the staff responsible for management and implementation of the DFID project, including field- and country-level senior management, programme managers, and secondarily, regional staff supporting the relationship with the donor, and DFID.
Who we areDRC is an international non-governmental organization (NGO), which provides protection and promotes durable solutions for refugees and displaced people worldwide suffering from the effects of war and humanitarian crisis. We operate in more than 30 countries servicing over 1.5 million people. DRC established its operations in Lebanon in 2004 with the objective to provide protection to the Palestinian refugees and later on extended its activities to education and livelihood support. Iraqi refugees and Migrant Domestic workers have also been assisted similarly in the past years through local NGOs.Since May 2011, DRC has been actively involved in the Lebanon emergency response to the Syrian crisis with presence in the North, East (Bekaa valley) and South of Lebanon. Duties• Ongoing liaison with the DRC Syria DFID Project External Evaluation;• An Inception Report (maximum 5 pages, delivered Week 1): Based on the documentation desk review and in consultation with the MENA DFID Grants Coordinator and Lebanon MEL/IM Coordinator, the report will outline the evaluator’s understanding of the evaluation and expectations, along with a concrete action plan for undertaking the evaluation – including methodology and timelines for all deliverables, and structure of report;• A presentation of the major findings and recommendations of the evaluation to internal and external stakeholders (to occur immediately upon concluding the fieldwork);• A key findings report to inform the DRC Lebanon Annual Review – minimum 5 pages delivered Week 5;• A Draft Report (maximum 20 pages with an Executive Summary of no more than 5 pages, delivered Week 6): clearly articulating key findings, conclusions, lessons learned and recommendations for concrete actions to be taken within the DFID program. The Evaluation Manager/Steering Committee/CD will provide feedback and comment within 7 days of receiving the report.• A Final Report that incorporates comments from the Evaluation Manager and Evaluation Steering Committee, alongside a response matrix detailing how each comment was handled in the revising of the draft report (delivered within 7 days of receiving Evaluation Steering Committee feedback on Draft Report). • A Mid-Line Report, updating and analysing from the initial baseline assessment conducted by DRC M&E Unit – delivered within 7 days of submission of the final evaluation report.
About you• Advanced university degree or equivalent in Humanitarian/Development Studies, Social Sciences, Public Health, and other related fields.• At least 3-5 years of relevant experience and proven expertise in the humanitarian sector with significant experience in conducting high quality evaluations, monitoring, data analysis, and research • Prior experience in program reviews/real-time evaluations.• Strong quantitative and qualitative research skills.• Knowledge of the current literature/practice on displacement-related urban emergency response. • Familiarity with DRC and/or Syria crisis an advantage.• Ability to work independently and achieve quality results with limited supervision.• Strong analytical and synthesis skills.• Excellent command in written and spoken English – proficiency in Arabic an advantage.• Experience of working in Lebanon an advantage.
We offerAn interesting consultancy job in one of the world’s best NGOs. DRC will offer the successful applicant a 35 days contract. You must be available to start work from 21 September 2015 and be willing and able to work in Beirut, and throughout Lebanon.Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National and International staff. Salary will be based on experience and qualifications.
