Governance And Community Empowerment Officer (National Contract)

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified candidate to fit as Governance and Community Empowerment Officer. Danish refugee council has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.  DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.    For further information about DRC, please refer to our website: www.drc.ngo About the job  The Governance and Community Empowerment Officer will be responsible of supervising and coordinating the implementation of activities including community support and community mobilization activities and the community centers in Tripoli, North Lebanon. Your main duties and responsibilities will be: • Provide support and continuous monitoring to the implementation of the community empowerment programs in Community Centers in Tripoli area.  • Facilitate the establishment and development of the youth, women, men and neighborhood groups (incl. recruitment, commitment, development of terms of reference, follow up, community mobilization, etc.)  • Support, Follow-up, lead or co-lead the community committees meetings, and assist committees in community project development and the submission process, along with the support in building the capacity of members in protection and governance aspects  • Supervise the implementation of CE activities implemented with local partners in community centers, by supporting in developing and updating activities work-plan in line with project requirements to achieve program deliverables, and provide regular feedback to DRC North Area G&CE Manager on progress of implementation and challenges faced by local partners. In addition to reporting community center needs including maintenance and rehabilitation needed for center functioning.  • Attend meetings, cooperate and share relevant information with the other NGOs, local authorities and UN organizations working in the social stability domain;  • Maintain and improve relationship with the local actors and authorities mainly municipalities;  • Contribute to the capacity building programs of local partners in Tripoli through the provision of technical support and training to DRC partners on governance, community empowerment and community center management, in addition to providing support in identifying, analyzing and reporting problems/ gaps and finding solution accordingly. About you  To be successful in this role we expect you to have the following qualifications: Required   • University degree or higher education relevant to social work, business administration, human rights, law, social sciences or humanitarian aid  • At least 2 years of proven experience in undertaking community empowerment initiatives  • Strong written and oral communication skills, reporting and planning, effective in representation and liaison with external parties, knowledge in operations such as finance, HR and procurement  • Knowledge of Humanitarian interventions Desirable  • Experience in governance (including community empowerment, self-management, liaison with local stakeholders, conflict mitigation) In this position, you are expected to demonstrate DRC’ five core competencies:    Striving for excellence: You focus on reaching results while ensuring an efficient process.  Collaborating: You involve relevant parties and encourage feedback.    Taking the lead: You take ownership and initiative while aiming for innovation.  Communicating: You listen and speak effectively and honestly.    Demonstrating integrity: You act in line with DRC’s vision and values.  We offer  Contract length: until 31 December 2017  Level: C  Monthly Basic Salary: 1650 USD  Duty Station: Tripoli  Start date: November 2017 Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals; please refer to drc.ngo under Vacancies.
