We are looking for a highly qualified candidate that has the skills to engage in our organization as a Head of Programme Quality. Who are we?DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.For further information about DRC, please refer to our website: www.drc.dk Aim: The Head of Programme Quality (HoPQ) will work closely with the Head of Programme and manage quality-related units namely Information Management, Monitoring and Evaluation, Accountability and Compliance. She/he will ensure that quality of services delivered by DRC in Lebanon are evaluated and improved upon. In particular, the HoPQ will reinforce DRC capacity to analyze data (for program adjustment and advocacy), to systemize feed-back mechanisms and assess/manage risks. Reports to: Country Director Subordinates: Information Management (IM) Coordinator, Monitoring & Evaluation (M&E) Coordinator, Humanitarian & Accountability Partnerships (HAP) Coordinator, Compliance Coordinator and Partnerships Coordinator Duties• Manage, supervise and follow up the work of the IM, M&E, Accountability, Compliance and Partnerships Coordinators• Coordinate closely with the Head of Programme in order to align priorities and work-plans of the departments• Conduct monthly, quarterly and annual monitoring and report writing, to track progress against work plans • Undertake regular field visits to project communities, monitor the progress against project indicators and address the weaknesses by supporting relevant staff• Actively participate and contribute to designing/reviewing Country Strategy, Policies and Programmes • Together with the Programme Quality Team, develop training manuals and programmes, and workshops and associated activities for the capacity building of staff and beneficiaries• Be responsible to manage budget for programme quality activities • In particular, ensure adequate and systematic data collection, storage and analysis for program adjustment and advocacy purposes (linking IM and M&E activities) About youTo be successful in this role you must have a Bachelor Degree in relevant field (development, finance, social research preferable with a focus on monitoring and evaluation as well as compliance issues), working experience within the Middle East and Lebanon in particular. At least 5 years of international experience in an INGO senior management position and at least 2 years experience in project design, monitoring and evaluation, including consultation, planning, developing proposals and technical assistance in programme quality is essential.Ideally you will also have Masters Degree in a relevant field, post graduate qualification in management or similar role in programmes management and working experience within an INGO, most preferably previous DRC experience at senior level in the Middle East or Lebanon in particular.
