Housing & Infrastructure Officer (National Staff Only)

We are looking for a highly qualified candidate to support in the design and implementation of infrastructure community Support Projects (CSPs) in the Noth of Lebanon.    Who are we?  Danish refugee council has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.  DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.  For further information about DRC, please refer to our website: www.drc.ngo   About the job  The Housing and Infrastructure Officer will support in the design and implementation of infrastructure community Support project (CSPs) in the North of Lebanon.    Duties and Responsibilities  1. Contribute to the design of CSP’s, preparation of tender documents, technical drawings, bill of quantities and work plan.  2. Monitor the ongoing CSPs and collect all information and oral/written reports on the progress of the CPSs activities on a daily basis.  3. Conduct monitoring visits to ensure timely implementation and prepare the daily/weekly,monthly work plan, in coordination with the MADAD Project Manager, Area Livelihoods Manager, or H&I Managers.   4. Follow up on daily basis with the contractors and report gaps and proposedsolutions to MADAD Project Manager and H&I Managers.   5. Provide constant feedback on progress, lessons learnt, acheivments, gaps, issues and problems.   6. Submit weekly and monthly reports according to DRC reporting system and according to the MADAD Project Manager’s instructions.  7. Communicate with the other sectors to homogenize the methodology and the conditions of the intervention.  8. Give an expertise and contribute to the improvement of activities through critics, analysis and suggestions.  9. Represent DRC with stakeholders in the field such as local authoroties, community representatives, and displaced individuals.  10. Conduct evaluation visits in order to ensure the completion of all activities in order to proceed with hand over process.    About you  To be successful in this role you must have the following qualifications:     In this position, you are expected to demonstrate DRC’ five core competencies:   Striving for excellence: You focus on reaching results while ensuring an efficient process.   Collaborating: You involve relevant parties and encourage feedback.   Taking the lead: You take ownership and initiative while aiming for innovation.   Communicating: You listen and speak effectively and honestly.   Demonstrating integrity: You act in line with our vision and values.   Moreover we also expect the following:  Required qualifications:  • Education as civil, architectural engineer. Bachelor of engineering or MS level.  • Practical minimum of postgraduate three (3) years of experience in construction engineering, including surveys, planning and execution of construction projects. Preference given to those with experience in civil engineering.   • Documented skills in project planning and design, drafting, calculation, bill of quantities preparation and technical writing. Demonstrated experience with marketing plans and review.  • Good computer skills in programs i.e. AutoCAD, Primavera, MS Office incl. Word Excel ect.   Desirable qualifications:  Ideally, you will also have:  • Previous experience with International NGOs preferred.  • Understanding and alignment with the aims and humanitarian objectives of DRC.   We offer  DRC will offer the successful applicant a contract until the end of November 2017, renewable dependent on both funding and performance. You must be available to start work from June 2017 and be willing and able to work in Tripoli.  Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.ngo under Vacancies.
