Job Counseling And Placement Officer (National Staff Only)

We are looking for a highly qualified candidate who can fit the position of Job counseling and Placement Officer.    Who are we?  Danish refugee council has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.  DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.  For further information about DRC, please refer to our website: www.drc.ngo    About the job  Senior Job Counselor and Placement Officer will be responsible for organizing counseling sessions for profiled beneficiaries, follow up and monitor the skills training implementation, liaising with employers and identifying suitable job vacancies and providing apprenticeships opportunities to the selected beneficiaries.    Duties and Responsibilities  Map and visit employers, NGOs, UN agencies, vocational training providers and microfinance and business support services to explain the role of the DRC Livelihoods interventions and services offered there under, to identify job vacancies and refer jobseekers on a weekly basis. Find proper placements for those seeking apprenticeships and jobs   Inform employers and jobseekers on labor law regulations that apply to Lebanese workers, as well as to Syrian refugees and migrant workers. Provide jobseekers and employers with information on relevant Lebanese regulations (including on business start-ups) and their implications for Syrian refugees, and Lebanese jobseekers  Provide counseling services on employment and self-employment options, on vocational training opportunities, apprenticeship, and micro loans. Support employers through pre-screening of job seekers and interviews before making referrals. Follow-up with jobseekers after referring them to employers, and/or after being hired.  Match job seekers with training and employment opportunities  Organize and hold group information sessions (job application training and information). Organize skills development courses together with implementing partners and supervise their implementation, ensuring that all logistical arrangements are in place and that beneficiaries attend regularly  Supervise the delivery of skills development trainings, based on direction and curriculum developed by Makhzoumi and validated by DRC  Gather information on the local context, target communities, and employers to assist the Livelihoods Manager in selecting market-oriented skills development courses that match the needs of employers in Mt Lebanon  Apply technical knowledge and skills to organize and deliver skills development activities, in full compliance with DRC standard operating procedures and guidelines  Develop capacity building plans for apprentices in close coordination with employers  Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers as related to life skill development.    Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation of all training. Ensure that beneficiaries’ selection is in full compliance with DRC procedures, pre-established vulnerability criteria.    About you  To be successful in this role you must have the following qualifications:    In this position, you are expected to demonstrate DRC’ five core competencies:   Striving for excellence: You focus on reaching results while ensuring an efficient process.   Collaborating: You involve relevant parties and encourage feedback.   Taking the lead: You take ownership and initiative while aiming for innovation.   Communicating: You listen and speak effectively and honestly.   Demonstrating integrity: You act in line with our vision and values.     Moreover we also expect the following:  Required qualifications  • At least 3 years of livelihoods counseling and training experience  • Bachelor degree in Human Resources or equivalent  • Practical experience in implementation of skills development trainings  • Previous INGO experience  • Demonstrated competence in livelihoods counseling  • Computer literate with fair experience in Excel.  • Excellent interpersonal communication skills   • Understanding of the job market in Mount Lebanon    We offer  DRC will offer the successful applicant a contract until end of September 2017, renewable dependent on both funding and performance. You must be available to start work from March 2017 and be willing and able to work in Beirut.  Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates and Nationals; please refer to www.drc.ngo under Vacancies.
