Job Counseling & Placement Officer (National Contract)

We are looking for a highly qualified to fit the position of Job Counseling and Placement Officer.    Who are we?  Danish refugee council has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.  DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.  For further information about DRC, please refer to our website: www.drc.ngo   About the job  The Job Counseling and Placement Officer will be responsible for identifying potential beneficiaries, organizing counseling sessions for profiled beneficiaries, follow up and monitor the skills training Implementation, liaising with employers and identifying suitable job vacancies and providing apprenticeships opportunities to the selected beneficiaries, and following up the implementation. The focus area will be Mount Lebanon, with the position located there three days a week, and the other two in Tripoli.   Duties and Responsibilities  As Job Counselor to:  • Perform targeted outreach to job seekers based on available vocational training and life skils courses through social media and partner agencies.  • Promptly respond to phone enquiries from potential beneficiaries.  • Interview job seekers and employers and register them using DRC Information Management (IM) system to record individual profiles, occupational codes and client group categories.  • Provide beneficiaries with one-on-one counseling interviews using specially developed questions and personal analysis skills to identify existing skills, acquiring cabalities and future ambitions.  • Guide beneficiaries towards the most suitable service by offering information on employment and self employment options on vocational training opportunities, apprenticeship and micro loans.  • Monitor quality and interest by following up on attendance sheets on daiy basis and mitigating daily  challenges that might prevent a beneficiary from attending the course.  • Supervise the delivery of skills development trainings, based on direction and curriculum validated by DRC and Match job seekers with training and employment opportunities.  • Refer beneficiaries to skills development courses and/or apprenticeship, OJT, internship oppotunites as per the counseling’s finding.  As Placement Officer Responsible to:  • Map and visit employers, NGOs, UN agencies, vocational training providers and microfinance and business support services to explain the role of the DRC Livelihoods interventions and services offered there under, to indentify job vacancies and refer jobseekers on a weekly basis.   • Develop capacity building plans for apprentices in close coordinations with employers.  • Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation of all training.    About you  To be successful in this role you must have:     In this position, you are expected to demonstrate DRC’ five core competencies:   Striving for excellence: You focus on reaching results while ensuring an efficient process.   Collaborating: You involve relevant parties and encourage feedback.   Taking the lead: You take ownership and initiative while aiming for innovation.   Communicating: You listen and speak effectively and honestly.   Demonstrating integrity: You act in line with our vision and values.   Moreover we also expect the following:  Required qualifications  • At least two years of livelihood counseling and training experience.   • Practical experience in implementation of skills development trainings.  • Thoughout Knowledge on Mount Lebanon area including job market and local NGOs  • Excellent communication skills, convincing skills and analytical skills.  • Bachelor Degree in Social Science, Human Resources or equivalent.    Desirable qualifications  Ideally, you will also have a INGO experience    We offer  DRC will offer the successful applicant a contract until the end of November 2017, renewable dependent on both funding and performance. You must be available to start work from October 2017 and be willing and able to work in Tripoli.  Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals; please refer to www.drc.ngo under Vacancies.
