Lebanon Ingo Safety & Security Forum (Lissf) – Coordinator

The Danish Refugee Council (DRC) is a humanitarian, non-governmental and nonprofit organization, founded in 1956, that works in more than 30 countries around the world. DRC has been operating in Lebanon since 2004, working with Palestinian and Iraqi refugees, as well as Lebanese communities affected by the war in 2006. DRC is committed to basic humanitarian principles; including impartiality and neutrality, and offers the highest standards of accountability to the people it serves. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011, and the Bekaa valley since February 2012. This assistance has come through the provision of food and non-food items, various outreach activities and rehabilitation of collective shelters. DRC is inviting local candidates to apply for the position of Lebanon INGO Safety & Security Forum (LISSF) – Coordinator , to support its activities under the project "Emergency Response for Displaced Syrians in Lebanon". Job Description LISSF is an initiative of to establish an organization that provides critical environmental analysis to members and clients, so that they can make informed policy and operational decisions. LISSF intends to achieve this through establishing an interactive platform that provides analysis on Lebanon and it’s regional environment as it relates to LISSF member activities. LISSF and its products are Predictive, Enabling and Innovative. LISSF is formed from International Non-Governmental Organizations (INGOs), International Organizations (IO, Development and Humanitarian) and Civil Society Organizations in Lebanon. The LISSF is hosted and chaired by the Danish Refugee Council (DRC). The Coordinator is second-in-charge of LISSF (after LISSF Chair) and responsible for office management of LISSF, along with coordination of the LISSF community. Strategic Leadership •             Work closely with LISSF-Executive Committee, Chair Analyst and Area Risk Advisors (ARA); •             Liaise with relevant LISSG stakeholders and interlocutors, such as the United Nations (UN), Government of Lebanon, Donors and independent analytical bodies; •             Coordinate LISSF working groups; •             Manage incident reporting from, and advice to, LISSF members; •             Assuring quality of LISSF service to members and quality of product; •             Responsible as the point of contact for LISSF logistical, administrative and HR arrangements, in coordination with LISSF Chair and grant holder ; •             Be prepared to act as LISSF Chair or Analyst as required in their absence; •             Produce intellectually rigorous and best-practice analytical product in support of LISSF; •             Competently handle new media and develop new media based product; •             Conduct Threat and Risk Assessments; •             Produce complex and predictive systems of indicator and warnings relevant to Lebanon and region’s environment; •             Ensure technical quality and accuracy of LISSF reporting; •             Team Leadership; •             Line manages Analyst, ARAs and other staff as needed; •             Conduct regular field visits to areas of LISSF member interest or activity; •             Ensure appropriate human resource allocation to projects; •             With HR, recruit and train new staff in the sector; •             Capacity build LISSF member staff in Risk Assessment and Management; and •             Represent the LISSF to relevant clusters, agencies and ministries on issues, as and when required. Required: Education - Masters level qualification in Risk Management, International Relations, Communications, Journalism or Business Administration, in lieu a relevant bachelor combined with 5 or more years’ experience in public or private sector in threat and risk management or in communications. Experience - 5 to 7 years of experience in leading/managing teams that collect, analyze and distribute information relevant to humanitarian, development or government policy and operations. Familiarity with UN, INGO, Lebanon or Donor security management systems highly desirable. Skills Required - Excellent understanding of the Lebanon context; - Strong leadership, management, planning, analytical, interpersonal, and communication skills; - Ability to quickly adapt and innovative methods of communication with new technologies; - Excellent initiator, able to manage multiple tasks; - Able to work under pressure and good at timely decision making; - Excellent written and spoken English and Arabic, French is desirable; - Competent in Microsoft Office and an interest in the potential of new and social media; - Knowledge and/or experience in conflict management, protection, or other related field; - Excellent professional approach and strong team building skills; - Strong coordination and representation skills and well versed in convincing and clarification of views and points; - Embraces culturally diversity and highly tolerant; and - A sense of humor is absolutely mandatory.   IMPORTANT NOTE: LISSF is not a Private Security Company and will not consider the following applicants (A) Applicants with experience only in physical security, weapons and tactics (B) Applicants with only military or police work experience
