Livelihoods Officer (National Contract)

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified candidate to implement various Livelihoods programs in Akkar.

About the job 

The Livelihoods Officer will be based in Akkar as a member of the Livelihoods department. The Livelihoods Officer will play a key role in implementing various Livelihoods programs in Akkar. S/he will particularly focus on conducting profiling and counseling of vulnerable individuals in the area, and placing them in vocational classes and apprenticeship opportunities and monitoring their progress. S/he will also play an active role in developing high-quality career pathways through these same modalities.

Your main duties and responsibilities will be:

• Actively lead the implementation of the livelihoods activities in Akkar in a way that ensures coherence between planned activities and commitments outlined in project proposals. 

• Lead the outreach process to vulnerable communities through municipalities, partner organization, social media, and in collaboration with other DRC programs. 

• Ensure strong engagement with beneficiaries targeted in DRC livelihoods program and make sure their enquiries are answered in a timely manner. 

• Organize and perform socio-economic profiling and counseling of potential beneficiaries to determine their vulnerability level and career and vocational interests. 

• Map employers from private sector and perform outreach to engage them in the possibility of hosting apprentices. Follow up and monitor apprenticeship placements to ensure a successful fit, a positive learning experience, and monitor compliance to grant requirements. 

• Organize vocational training and life skills classes based on market demand and beneficiary interest. Monitor quality of and attendance in classes. 

• Work closely with Community Empowerment and Governance and Housing and infrastructure departments to support coordination between various project activities, as well as coordination between communities and municipalities in Akkar in order to ensure integrated programming and streamlined communication. 

• Assist in conducting market assessment of the areas of intervention and determining program intervention priorities based on needs and existing resources. 

• Work closely with operational staff to ensure a proper management and follow up on order requests, payment requests and financial forecast of programme activities 

• Assist with the training of the Livelihood Assistants to ensure they have solid understanding of key program documents and tools, including Monitoring, Evaluation and Learning tools.

About you 

To be successful in this role we expect you to have a bachelor university degree; preferably related to international development, economics, business, or education. Moreover, we also expect the following:

Required  

• 3 years’ minimum experience with INGOs, preferably in Livelihoods, Cash, or related sectors, which would include experience with the following activities: 

o Implementation of skills development and employability trainings programs 

o Profiling beneficiaries for vulnerability and matching them with career pathways 

o Conducting market assessments. 

o Training and facilitation for staff and community groups

Desirable 

• Preferred experience in international organization and humanitarian settings

We offer 

Contract length: 9 months’ contract (pending on donor approval) 

Level: C1 

Monthly Basic Salary: 1650 USD 

Duty Station: Akkar 

Start date: First of January 2018
