Livelihoods Officer (National Contract)

About the job 

The Livelihoods Officer will be based in Bekaa as a member of the Livelihoods department. S/he will be under the direct supervision of the Area Livelihood Manager and will play a key role in implementing the Food for Assets (FFA) and Food for Trainings (FFT) project in Bekaa. S/he will work to ensure that the Livelihood interventions are implemented with the highest technical quality, activities and reporting are completed on time, challenges are identified proactively, and solutions provided in a feasible manner. Your main duties and responsibilities will be: 

• Actively lead the implementation of the Livelihoods FFA/FFT activities in Bekaa in a way that ensures coherence between planned activities and commitments outlined in the project proposal. 

• With the support of the ALM, act as the main liaison between communities, municipalities and DRC in all program-related issues; maintain good and professional relationships with participants, local stakeholders and authorities. And under the direction of the ALM, daily supervise the Livelihoods team in Bekaa while ensuring the implementation of their workplan with respect to the project timeline, and ensure that the technical aspects of the project are running in accordance with the project’s objectives and DRC’s strategies. 

• Ensure strong engagement with participants targeted in DRC Livelihoods program and make sure their enquiries are answered in a timely manner. 

• Work closely with the Senior Livelihood Officer and Protection departments to support coordination between various project activities, as well as coordination between communities and municipalities in Bekaa in order to ensure integrated programming and streamlined communication. And work closely with operational staff, specifically procurement team, to ensure proper organization and timely follow up on the procurement plan, order requests, payment requests and assets. 

• Act as the internal focal point for the distribution and monitoring of project materials, equipment and refreshments and ensure that the purchased supplies are tracked and used properly by the beneficiaries, workers and municipalities on field. 

• Work closely with the monitoring and evaluation department to facilitate monitoring and evaluation activities to ensure program implementation is on track and of highest quality. 

• Assist in the development of training/ awareness raising materials, organize and conduct trainings for program participants and stakeholders. Assist with the training of the Livelihood Assistants to ensure they have solid understanding of key program documents and tools, including Monitoring, Evaluation and Learning tools. 

• Lead the project participants outreach and registration exercise using DRC and donor tools and approaches. 

• Plan, monitor, and report on all projects activities and submit monthly donor reporting dues including participants lists, payments outcome and narrative reports. 

• With the support of the ALM, lead and coordinate the finalization of the Memorandum of Understanding (MOU) and handover agreements with municipalities.

About you 

To be successful in this role we expect you to have a minimum of a Bachelor University degree; preferably related to international development, economics, business, or another related field.

Moreover, we also expect the following:

Required  

• 2 years’ minimum experience in Livelihoods, or related sectors, which would include experience in the following activities: 

o Implementation of Food for Assets and Food for Training, skills development, employability trainings programs 

o Implementation of Cash for Work Projects integrated in Community Support Projects 

o Cash delivery mechanism and modalities 

o Conducting market assessments. 

o Community mobilization  

• Training and facilitation for staff and community groups 

• Experience managing teams 

• Experience providing on the job coaching and mentoring and building capacity of staff

Desirable 

• Previous experience with INGOs is highly desirable

We offer 

  • Contract length: 7 months until December 2018 (the advertised positions is pending upon donor funding approval) 
  • Level:  C1, Monthly Basic Salary USD 1650.  
  • Duty Station: Bekaa 
  • Start date: June 2018
