Monitoring, Evaluation, Accountability And Quality Officer - Beirut

We are looking for a highly qualified and motivated Database Officer to support the design and implementation of the Monitoring, Evaluation, Accountability and Quality’ (MEAQ) system in Beirut. Who are we? DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects. Duties The MEAQ Officer is responsible for providing an enabling environment for M&E throughout DRC Lebanon field offices by designing and strengthening an M&E database system to capture information collected throughmonitoring and feedback mechanisms. This will include providing technical support/guidance and training to field office M&E teams and maintaining/analyzing data collected through Android/ODK/Form hub. In addition to the above, the selected candidate will have to: • Provide technical guidance and troubleshooting supportto the M&E field teams is integrated into the DRC MEAQ database from the Android/ODK/Form hub system; • Brief and report regularly to the M&E Coordinator on the progress of the MEAQ system; • Produce statistical and graphical reports for the M&E Coordinator and SMT; • Working closely with the M&E Project Officer (Beirut), take responsibility for adapting and testing the MEAQ system and provide an enabling environment for implementation through regular visits and support to DRC field offices; • Develop and maintain the MEAQdatabase in Beirut, including overseeing technical aspects of data collection and development of backend database; • Capacity development/training of the Beirut M&E staff and partners in data management. About you To be considered for the Database Officer (MEAQ) positionBeirut, you must hold an advanced university degree and have at least three years relevant professional experience working in emergency, development, community, civil society, or social work sectors. Essential qualifications/experience • At least three years relevant professional experience working in emergency, development, community, or social work sectors; • A Bachelor degree in Computer Science or relevant field with significant professional experience; • Languages: Fluency in English and Arabic required; • Strong skills in database systems (Postgre SQL, SQL server, My SQL) as well as designing database systems; • Strong IT skills – particularly with Microsoft Office suite (strong Excel skills essential); • Excellent sense of humor, patience, and great attitude is absolutely essential to the position. Preferable • An advanced university degree (Masters/Postgraduate Diploma) in Computer Science or Management Information Systems; • Good understanding of INGOs; • Basic understanding of data security and encryption tools; • Experience with ODK data collection/coding and Form hub; • Training and capacity development experience.
