Monitoring, Evaluation And Learning Consultant

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Monitoring, Evaluation, and learning Consultant   About the job  With the support of the Regional Development and Protection Programme, the LEADERS Consortium (composed of Danish Refugee Council, Oxfam and Mahkzoumi Foundation) aims to contribute to the economic self-reliance and resilience of displacement-affected populations in the Bekaa Governorate in preparation for durable solutions as prioritized by the Regional Refugee and Resilience Plan (3RP). The Action works towards enhancing economic stability of all displaced and displacement affected populations. The project targets 1,476 individuals in Lebanon, including:   • Economically vulnerable individuals and households (particular focus on women and youth);   • Existing and scalable private sector enterprises (MSEs), and private sector associations  • Marginalized Syrian refugees   • Municipalities/Cadastres in the most displacement-affected areas hosting refugees Duties and Responsibilities The exit survey is designed based on the objectives, results and relevant indicators outlined in the logframe, taking into consideration the information collected through the baseline study and monitoring activities during project implementation. The consultant/consultancy team is expected to be responsible for the data analysis in view of the nature of the changes intended by the project. Your main duties and responsibilities will be: • Measure and document post intervention levels of project indicators as defined in the logframe through analyzing the data collection of the exist survey   • Capture qualitative changes that have occurred in the lives of project beneficiaries as a result of the RDPP project   • Document post intervention levels of the project assumptions as identified in the logframe   • Inception meeting with DRC and partners to confirm expectations of the exit survey process and common understanding of the ToR  • Desk review of the project’s key documents including but not limited to:   1. Project proposal and logframe  2. Project baseline   3. Other relevant monitoring data   4. Project narrative reports    • Prepare a detailed plan of action/schedule covering, analysis, interpretation, draft and final report preparation with concerned project staff.  • Data Analysis (all data must be disaggregated by gender, nationality, age, and location).  • Share draft report and obtain comments/inputs and incorporate the same into final report  • Prepare final report and submit (hard copy and electronic version in word format) to DRC. About you  To be successful in this role we expect you to have an advanced research degree Moreover, we also expect the following:   Required   • At least 5-10 years of relevant experience and proven expertise in the humanitarian sector with significant experience in conducting high quality evaluations, monitoring, data analysis, and research   • Significant prior experience in program reviews  • Strong quantitative and qualitative research skills.  • Knowledge of the current literature/practice on displacement-related urban emergency response.    • Familiarity with Syria crisis is highly desirable.  • Ability to work independently and achieve quality results with limited supervision.  • Experience of working in Lebanon is needed.   Desirable  • Strong analytical and synthesis skills.  • Excellent command in written and spoken English and Arabic.  • Experience in undertaking process evaluations   • Familiarity with Syria crisis is highly desirable   In this position, you are expected to demonstrate DRC’ five core competencies:    Striving for excellence: You focus on reaching results while ensuring an efficient process.  Collaborating: You involve relevant parties and encourage feedback.    Taking the lead: You take ownership and initiative while aiming for innovation.  Communicating: You listen and speak effectively and honestly.    Demonstrating integrity: You act in line with DRC’s vision and values.  We offer  Contract length: one month  Level: consultancy  Duty Station: Bekaa  Start date: As soon as possible, interviews will take place on rolling basis Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals; please refer to drc.ngo under Vacancies.
