Monitoring, Evaluation, And Learning Manager

We are looking for a highly motivated and experienced new MEL Manager to lead, coordinate and manage DRC monitoring and evaluation staff and activities in the Bekaa area. Who are we The Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. DRC is simultaneously maintaining the efforts toward the vulnerable groups of Palestinian refugees in Lebanon. More than 200.000 Syrian refugees have received assistance from the Danish Refugee Council since the beginning of the crisis. For further information about DRC, please refer to our website: www.drc.dk   About the job The MEL Manager  is a central part of the DRC Programme  Quality team, based in Bekaa to support the implementation of the overall DRC MEL system. He/she will be the focal point for all MEL related activities  at  the  Area  Office,  reporting  directly  to  the  Programme Manager with  a  technical management line to the MEL Coordinator in Beirut. The  MEL  Manager  will  also  support  the  implementation  of activities  for integrating  a high  level  of beneficiary accountability  across all programmes.   He/She will generally support the central MEL team and programme   teams  to  ensure  learning   and  accountability   systems   are  working   effectively   within  the programme. Duties • The MEL Manager has the overall responsibility to lead, coordinate and manage DRC monitoring and evaluation staff and activities in the area; Provide technical and strategic advice to the Programme Manager and program/sector managers on MEL related issues; • Develop and report against accountability   and participation-related   indicators and issues, and produce routine reports on accountability activities. Ensure that participation activities are well documented and learning is shared with DRC Beirut. • By facilitating information sharing with key stakeholders, including beneficiaries, ensure that DRC promotes transparency throughout all stages of implementation. • Support the field team to communicate program learning (through document sharing, presentations, etc) and ensure this learning is sent to Beirut. • Participate in designing and implementation of studies, assessments and learning in coordination and cooperation with sectors’ technical managers, coordinators and programme staff. • Oversee the implementation and coordination of MEL activities at field level and with DRC Beirut; • Manage the MEL Field Office team and the daily/weekly/monthly work plan, ensuring that objectives and monitoring targets are met; Manage the MEL Field Office budget; Facilitate the Indicator Performance Tracker process and run monthly monitoring meetings. • Represent DRC MEL at relevant donor and inter-agency coordination meetings at field level;   About you Required • At least two years of progressively responsible and directly relevant professional experience in a humanitarian context, with at least one year direct experience in a role with MEL responsibilities; • Undergraduate degree in international relief and development, social sciences, public health, statistics/research methods, or related/relevant fields; • Languages: Fluency in English and Arabic (written and verbal) required; • Familiarity and field experience applying principles and approaches to monitoring and evaluation in humanitarian and emergency contexts using both quantitative and qualitative methods; • Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies; • Experience in participatory assessment and community-based monitoring approaches; • Demonstrated management experience with the ability to engage and motivate staff and partners in a challenging new area; • Experience with capacity building of staff, and in convening and facilitating trainings and workshops; • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders.   Preferable • Experience implementing HAP.   We offer An interesting job in one of the world’s best NGOs. DRC will offer the successful applicant a 6 months contract, renewable dependent on both funding and performance. You must be available to start work from April 2016 and be willing and able to work in Bekaa. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. This position will be placed at level D1, equivalent to USD 2,100 per month.
