We are looking for a highly qualified candidate that has the skills to engage in our organization as an Operation Manager in Tripoli.
Who are weDRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.For further information about DRC, please refer to our website: www.drc.dk
Duties1. Finance:• Ensure that adequate financial management procedures and systems are in place, and that DRC’s and donor’s accounting practices and standards are adhered to in accordance with quality and policy requirements;• Support the country Head of Finance and Administration and Finance Controller with the implementation of financial policies and control procedures;• Work closely with the Head of Office/Area Manager and the program staff on administrative, financial, and budgetary issues;• Ensure that developments of budgets for new proposals and project extensions are realistic and in line with the requirements in DRC’s Finance Handbook;• Maintain overall budget control and monitor cash flows and expenditures for your district;• Prepare donor reports for submission to the country Head of Finance and Administration in time to meet the donor reporting deadlines;
2. HR/Admin• Liaise with relevant stakeholders (local authorities, DRC Beirut office) on issues related to administrative and personnel issues;• Implement and coordinate a training plan to provide inductions for all new staff, Code of Conduct training, stress management guidance and other training as required;• Coordinate the implementation of all HR policies to employees working in the area of operation, including performance appraisals, contract renewals and updates to employment policies;• Work with the Head of Office/Area Manager to address issues arising relating to human resource management;• Supervise, manage, and build capacity of admin and HR staff to enable them to take on greater responsibility;
3. Grant Management• Ensure compliance with relevant donor requirements;• Ensure that expenditure is properly supported, is reasonable and allocable, and conforms to donor principles and guidelines;• Ensure best use of resources by managing the preparation of budgets and monitoring project expenses;
4. Local Implementing Partners• Ensure that DRC Implementing Partnership selection and approval procedures are followed;• Ensure local partners financial procedures and reports are timely, transparent, and in line with DRC and donor regulations;
5. Capacity Building and Management • Assist in building the capacity of field based finance, admin, logistics & procurement staff on policies and procedures;• Improve accountability through the implementation of weekly and monthly reporting;• Provide general support to Head of Office/Area Manager as required;• Monitor overall finance and logistics performance for the office location assigned;
6. Supply Chain • Ensure all staff are trained on DRC procurement procedures;• Assist all staff in understanding request formats for procurement;• Oversee the development of vendor lists and supplier registration;• Assist in finalizing procurement plans and requests for current grants;• Oversee the logistics and procurement team’s daily tasks, ensuring that all procurement is carried out in line with DRC procurement procedures;
7. Fleet Management• Oversee the proper usage of daily and weekly car movement tracking sheets and accompanying procedures for vehicle requests;• Ensure the staff member responsible for fleet management is following DRC procedures and reporting in a timely fashion; as well as liaising with Beirut logistics officer for vehicle management issues;• Ensure the training of all vehicle users on DRC safe driving techniques and introduce accountability for the cost of bad driving (speeding tickets, car damages), in line with DRC policy and in conjunction with the Head of Logistics and Procurement.
8. Warehousing/Asset Management • Ensure staff tasked with stock control have the appropriate training and resources, in conjunction with the Head of Logistics and Procurement; • Oversee the day-to-day functions of storage in location;• Identify key equipment (shelving systems, bin cards) that needs to be ordered/developed;• Ensure the staff member responsible for assets compiles field office reports for assets and submit on request and monthly reports for area of operation;• Oversee the tracking and recording of all DRC assets and inventory according to DRC Lebanon policy and guidelines;
9. IT and Communication• Oversee the IT function in the office, providing support and direction to the IT assistant; • Liaise with Beirut office for any problems, updates or changes in IT and communications strategy.
About youTo be successful in this role you must have Post graduate financial or business management qualification such as ACA, ACCA, CIMA, MBA, or equivalent; At least 3 years’ experience managing a finance or logistics department in a large operation, preferably in the NGO sector; Experience in supply chain management in an emergency environment including procurement, transport and distribution, warehouse and stock management; Experience in vehicle and fleet management; Experience working overseas in remote and complex locations; Working experience with some or all of UNHCR, UNICEF, ECHO and WFP guidelines; Experience of building and developing the capacity of staff through the use of training, performance management frameworks and development plans; Excellent interpersonal and team skills; Excellent IT skills; Commitment to and understanding of DRC’s aims, values and principles. Ideally you will also have degree in Logistics, Supply Chain Management, CILT, CLP, or other relevant area; Arabic language skills; Experience working in the Middle East; Previous experience with DRC.
We offerAn interesting job in one of the world’s best NGOs. DRC will offer the successful applicant a six month contract, renewable dependent on both funding and performance. You must be available to start work from Mid February and be willing and able to work in Tirpoli, Lebanon.Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National / international staff. This position will be placed at level A11.
