Who are weThe Danish Refugee Council has worked in Lebanon since September 2004, and the programs have followed the country’s needs and progress. The main focus of today’s efforts in Lebanon is to help the hundreds of thousands of Syrian refugees, who have fled across the border to find protection from the conflict in their homeland. About the jobThe Operations Consultant is responsible to the Area Operations Manager for supporting and managing the logistics and procurement functions of the Bekaa office, in addition to providing support where needed to finance and HR. This requires a highly motivated and detail solution oriented individual who will be able to resolve operational critical challenges as they arise.
Duties• Plan and manage the capacity building of all logistics and procurement staff, in addition to providing support to programme staff on procurement procedure ; Assist in finalising procurement plans and procurement requests for current grants• In consultation with Area Operations Manager, set up procurement lead time targets and monitor compliance with these, Manage the procurement of all materials and equipment ordered by the projects in a cost-effective and transparent manner in line with DRC and donor specific policies• Implement framework agreements for recurring and routine procurements; Oversee the development of vendor lists and supplier registration and conduct regular evaluation of existing suppliers and contractors• Ensure that all orders are tracked correctly and that order tracker is circulated to programme managers on a weekly basis; Participate in evaluation of bids and proposals and assist with the preparation of contracts; Oversee the IT function in the office, including liaising with the Beirut office when required .
• Assist with the management of the DRC fleet and drivers including movement planning, maintenance of vehicles and ensuring they carry the correct equipment; Review effectiveness of existing fleet allocation system and provide recommendations for increased efficiency• Oversee all tasks related to asset management including maintaining the asset register, asset cards and personal issue forms. Perform a quarterly physical asset check ; Oversee the compilation of regular fuel consumption reports and monthly vehicle utilization analysis and ensure adherence to DRC Lebanon vehicle policy• Provide support and training to the finance/admin officer/assistant, reviewing outputs before submission to Beirut and/or HQ ; Assist in budget management and review of BFUs on a monthly basis, and prepare rebooking’s where necessary ; Assist in implementation of HR strategy at field office level.
About youTo be successful in this role you must have Degree in accounting, business management or related field; Experience in working with non-governmental organizations in Lebanon
Ideally you will also have Experience of managing logistics, procurement, finance and other support departments ; Experience of reviewing systems, making recommendations for improvement and implementing these in a timely basis ; Experience of building and developing the capacity of support staff through the use of training, performance management frameworks and development plans ; Excellent interpersonal and team skills ; Excellent IT skills.
We offerAn interesting job in one of the world’s best NGOs. DRC will offer the successful applicant a contract until 31st of December 2015 and half contract, renewable dependent on both funding and performance. You must be available to start work from August 2015 and be willing and able to work in Bekaa (Baalbek and Zahle).Consultancy fees are negotiable and will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. Salary will be based on experience and qualifications.
